The mayor walked up to one of the guards standing at attention. He gave a quick look around at the people standing behind the guards before speaking.
"What am I working with here."
In full seriousness, the guard replied.
"Unknown, most likely a magical interference or energy displacement. Even summoning and teleportation is on the table."
"Hmm… in that case." The mayor went silent into thinking.
He turned back and looked at his secretaries for a moment before continuing on.
"Check to see exactly what is occurring."
"On it.", " Will do.", "right away." The three secretary's therapy behind them replied.
Those three then in turn look back at the secretaries behind them acting as their assistants. Each pulling out contraption and measuring readings and data sets that periodically flash in the components.

The secretary looked back at the mayor and slightly shook her head before replying.
" your answer as to why is just as good as mine. As for how…"
She takes a moment to gather her breath before speaking.
