The World Government is divided into different parts and categories:
1. FIVE ELDERS: a group of five old anonymous men who control the whole of the World Government.
( I will give more information about the elders after the MC and his crew become more canon.)
2.CELESTIAL DRAGONS: a bunch of rich "above-the-law" type people who control marines and they must answer their every call, but the 5 elders are in a waaaaaaayy higher position, like 90 times more power. They're also very weak and always depend on the world government to protect them like the sad little pieces of crap they are.
3. FLEET ADMIRAL: this position is taken by a former admiral seen worthy enough to lead other admirals and lower ranked marines. During most of the story the fleet admiral is BOB GUCCI until he was later killed.
4.ADMIRALS: there are normally 2-5 of them and normally lead the sailor marines in battle or 'buster calls'. One is chosen to be a fleet admiral after the original fleet admiral retires or dies.
5.VICE ADMIRALS: this is the position that comes after the admiral position. They also lead marines in battle, and do it more regularly than the admirals unless it is highly important.
