Chapter 36 - Chapter 036: Mabui

Taking on the role of the Raikage's secretary and managing the affairs of the entire village while still underage-Yugito Nii found this utterly unbelievable.

Mabui offered a reserved smile. "Lady Yugito, you became a perfect Jinchuriki when you were only twelve."

Anyone could grasp the young secretary's hidden meaning: 

We are both rare young prodigies, simply skilled in different areas, so why be surprised?

Yugito Nii understood upon hearing this and said, "I apologize for my lapse in composure!"

Mabui gave a polite smile.

"Actually, Elder Harunu was already quite old and suffered from nerve weakness. He couldn't withstand the Raikage-sama's daily table-pounding, which is why he chose to resign and retire."

"I was the youngest member of the secretary preparatory class and was promoted to Raikage's secretary. I suppose Raikage-sama must have thought that younger people have more resilient nerves."

Upon hearing this, Yugito Nii and Atsui both shared an understanding smile.

Given the Raikage-sama's nature, smashing the office desk was a common occurrence.

Replacing the wooden desk with a stone one was pointless. A metal desk might withstand one punch, but a large dent would be inevitable, rendering it unusable.

Therefore, the desk in the Raikage's office was perpetually the lowest-cost stone table. 

After all, Kumogakure was full of mountains, and stones were countless. 

If a desk broke, it was a matter of minutes to procure materials on the spot and carve a new one-it was very convenient!

After exchanging pleasantries, Mabui was the first to address the main issue.

"Lady Yugito, how was your practical training trip to the Land of Iron?"

"It was acceptable."

Yugito Nii nodded slightly and added, "I plan to continue my solitary training on the Turtle Island next. Please help me apply to Raikage-sama for approval to enter the Turtle Island."

"Certainly."

Mabui agreed, making a note in her notebook.

The Turtle Island was hidden on the ocean, a secret forbidden area of Kumogakure, heavily guarded.

Aside from the Raikage himself and the Eight-Tails Jinchuriki, Killer B, anyone else wishing to enter the Turtle Island needed prior approval. 

Leaving the Turtle Island was even stricter. Everyone, including Killer B, needed an application for approval to leave, except for the Raikage.

There were two reasons for such strict control. 

First, the Turtle Island was, in a sense, a place of soft confinement for the Eight-Tails Jinchuriki, and second, it was to guard against spies infiltrating to gather intelligence.

It was precisely for this reason that even the distinguished Yugito Nii needed to apply for approval.

Mabui checked the Raikage's schedule and reminded her, "Lady Yugito, the approval should be ready and delivered to your home by tomorrow. Please arrange your personal affairs beforehand and depart on time. If there is a delay, the approval will become void."

"Understood."

Yugito Nii was a frequent visitor to the Turtle Island and was well-acquainted with the process.

She then made the introductions: "Mabui, allow me to introduce you. This is Uchiha Megumi, formerly a Konoha Shinobi, now named Megumai. This baby is her son, Tojo Seiya. Both of them wish to join our village."

Uchiha?!

Mabui was highly professional, instantly grasping the key point and realizing the great significance of this matter.

Kumogakure would gain the Sharingan Kekkai Genkai as a result!

However, the Uchiha were one of Konoha's founding clans. Could a descendant of the Uchiha genuinely join Kumogakure?

Could there be a hidden malicious intent or a scheme?

Mabui was cautiously suspicious. 

Then, she considered that since Lady Yugito had personally introduced them, she must have verified the authenticity of the immigration, or at least that it was not a superficial lie or plot.

In that case, perhaps it would be best to talk with them before drawing a conclusion...

All the hesitation and contemplation occurred in an instant. 

Mabui immediately composed herself, neither servile nor overbearing, and invited Megumai and Seiya to sit, pouring a cup of tea for the mother and son. 

Then, she hung a 'Do Not Disturb' sign on the office door, closed the door, and returned to sit across the table from them.

"Thank you very much for your recognition of Kumogakure! However, immigration is no small matter. Kumogakure needs to have a sufficient understanding of both of you beforehand to make a cautious decision. This is being responsible to the villagers of Kumogakure, and to the two of you who wish to become Kumogakure villagers. I hope you can understand."

"That is reasonable," Megumai nodded slightly.

Mabui sat up straight and asked, "You were formerly a member of the strongest Shinobi village in the world. May I ask why you wish to leave Konoha and join Kumogakure? Could you briefly describe your mental journey?"

Megumai pondered briefly, summarized her life after the Battle of Takamagahara, and then stated, "When Uchiha Madara betrayed the village, no one from the Uchiha clan followed him. From start to finish, the Uchiha, as one of the great founding clans, had no intention of betraying the village; they only sought greater power and more say within the village."

"However, as time went on, the Uchiha's situation worsened day by day. Personally, I believe that under the rule of the Third Hokage, bloody and cruel events are bound to occur. The Uchiha did not fail Konoha, but Konoha is failing the Uchiha. I do not wish to survive the siege at Takamagahara only to bleed out in a seemingly peaceful village. Therefore, I chose to betray the village."

"I have a deep-seated hatred for Iwagakure and Kirigakure for the murder of my parents; Sunagakure's environment is harsh and unsuitable for my son's growth; the Land of Iron is plagued by bandits and has a chaotic order. Considering the Shinobi world, I believe Kumogakure is the most worthwhile village to move to."

After Megumai finished speaking, the office fell silent for a moment.

Then, Mabui smiled and said, "Megumi-senpai has an insightful eye; Kumogakure is indeed the best Shinobi village!"

"You just mentioned that you served as the manager of the 'Peace' supermarket in Kuunu City in the Land of Iron for two years. According to Kumogakure intelligence, that was a hidden base for a certain political organization in Amegakure. What was your relationship with them?"

"None. I served as manager simply because the salary was high. Raising a child requires sufficient financial means."

Mabui nodded and smiled, "Unlike the Land of Iron, Kumogakure has a complete welfare system and low cost of living, so you will absolutely not have any financial pressure in raising your child!"

After saying this, Mabui glanced at Seiya in Megumai's arms, inadvertently thought of something, paused, and then added, "No offense intended. You just mentioned that you conceived Seiya-kun alone?"

"Yes."

"Based on my limited medical knowledge, non-conventional methods of childbirth might bring either visible or hidden illnesses or defects to you and your child. If needed, the Kumogakure Shinobi Hospital can provide any assistance within its power to you and your child."

"Thank you, but that won't be necessary," Megumai smiled politely. "I am a medical Shinobi myself and can ensure the health of both my son and me."

With that, Megumai took out an envelope and handed it to the young woman across from her.

"This is a letter of introduction written for me by Matsudaira Nai, the daughter of the Land of Iron's Daimyo."

Mabui took the letter with both hands, scanned the gilded national emblem on the envelope, and said, "Megumi-senpai, please wait here for a moment. I will present this to Raikage-sama. I will give you a reply afterward."

With that, Mabui left her seat and walked out of the office.
