Retsu's POV. -- 1st of October -- 2407 --
[On the road outside Shizuoka Prefecture]
When i talked about the government –HPSC– issuing lisenses for those under aged, i wasn't kidding.
'Since the appearance of quirks, the HPSC decided on a very strict ruled regulation in regards to children manifesting mind boosting quirks and abilities.'
I'm currently within our family car, being escorted to an HPSC facility that's all the way at Tokyo Prefecture. My Father is with me, though he's in his Hero costume right now.
'The new rule states that, anyone, even those under aged can get a licence in a field they want to work in, as long as they have the capacity, means, and quirk that boosts them in their pursuing career.
For works needing stronger IQ, like wanting to be a doctor, you have to take it's exams in order to get a temporary licence with many restrictions, at least to a time.
First off, a supervisor will be on the temporary licenced individual every second they are operating.
Before operating on a patient, they will have to go through tremendous hard trials, using their medical expertise on doppelgangers and non living organisms.
Only after they are deemed ready by their supervisor will the restrictions on them slowly be lifted. This could take years before that person can be trusted with operating on their own.'
I look through the one way mirror of the car, seeing the passing landscape outside.
All the buildings that we are rapidly passing by, going towards a destination far away. 'It's the furthest I've ever gone since my rebirth in this world. ' i think,
"Retsu, " I'm pulled out of my reverie by my father's voice, who's sitting in the passenger's seat at the front. "I talked with your mother regarding this goal you want to pursue. " He informs me, making me tilt my head,
"As for my opinion on the matter, i say you go for it. It is a path you've chosen, and i know you aren't a little girl who doesn't know what she wants. But you should understand this, i may agree to it, and your mother may do so reluctantly, but know that we'll support you in your goal.
I have faith in your ability to achieve anything you put your mind into. And I'll be by your side if you need me or your mother. " Redvein says, making me smile a genuine one in his way.
"I know dad. And thank you for supporting me." This makes Redvein nod, his face having been away from me this whole conversation so i didn't see his expressions.
"Your mother couldn't come, but we'll enlist her name as the one who'll be supervising you during your internship. You'd be working close alongside your mother until she deems you ready. Then you'd have to take the exams again in the future to become a fully licenced doctor. " Dad repeats the rules I've already read and known, but nevertheless i nod to him.
'This trip will take approximately 2 to 3 days, depending on which kind of tests they'll be taking, as well as us going all the way to tokyo and coming back. Going all the way to Tokyo will take atleast half a day. The road is far so we may get there by nightfall.'
I take out and scroll through the phone i got from my parents, something Mother got me specifically to call her while I'm away for these few days.
'Tokyo Prefecture, ' I Idly think. 'It's the place i was born and raised in my second life. It's also where i drew my last breath. ' i look through the feeds and landscapes of the prefecture in my phone. 'It's so very different from that world, many cities from that world don't exist here, and it's landscape is so different too.
They still have the eastern and western side of Tokyo here, though not officially on paper. The 2 most prominent heroes in Japan, All Might and Endeavor, has their agencies there at Tokyo Prefecture.
All Might's agency is at Minato City, a place that existed in my old life, in the Roppongi district if my memory isn't failing me. It's a place on the western side of the prefecture, but also very close to it's center.
Endeavor's Agency on the other hand, is at the eastern region of the prefecture, completely opposite of where we're coming from.' I idly scroll through some feeds in the phone, my mind already elsewhere.
'As for the place we are headed to, it's Seisho city, located in the center-most region of the prefecture. It houses the HPSC main headquarters, the place that authorizes anything related to quirks or hero work. ' I put my phone down, looking outside the window of the car, seeing the landscape changing in real time.
'Sighhhh, im getting bored. Can't this vehicle move any faster? ' and just like that, my boredom is cured when we enter the region seperating us from Tokyo...

[Third Person POV. ]
Redvein's car, a sleek black Limousine with a cut of technology added to it. It's body designed specifically to become bulletproof.
In order for the passengers to get to Tokyo, they first have to pass through Kanagawa Prefecture.
While on their way, a commotion breaks out from the main side road the car is taking. A fire breaks out from a side store, and villains, 2 of them, breaks out and starts running away.
"Mike! Steer the car clear of the road, I'm going after them! " Redvein doesn't wait for a response before he bursts out of the door. Flying towards the fleeing villains using blood constructs under his feet.
Retsu slides the car window down and looks out, amidst the roaring winds she sees her father in action from close range for the first time.
Redvein's flight ability is fast, faster than the running villains, so he catches up to them very fast too.
One of the villains, a man who's wearing a military vest that's loaded full of magazines, see's a silhouette on the paved road, he looks up to see the approaching hero and starts panicking, "REDVEIN?!?!? WHAT THE HELL ARE YOU DOING AT KANAGAWA??? " nevertheless, he readies his quirk for retaliation.
The bags that he's carrying with loads of cash inside, he throws to his partner, before changing the tips of his fingers into Gunbarrels, and turning around to start Showering the approaching hero with bullets.
Redvein, without breaking momentum or slowing down, Instinctively makes a hardened blood cover for himself in front of him, having become cautious after his episode with that Stunning bullet a few months ago.
The hardened blood shield is strong enough to shrug off the bullets without any strain or scratch left, making the villain realize that long-range is useless.
He looks to his partner, a woman in a similar garb as him, but instead of magazines on her vest, she has M26grenades all over her body.
The duo of villains both have silver colored hairs and silver eyes, indicating them to be blood related, making Redvein remember those previous villain siblings too.
He doesn't break his stride though, starting to close the distance by the second.
"Hold these! " The other villain, the female one yells out before throwing the bag of cash at her partner, and transform her right hand into a grenate launcher barrel. Taking a grenate from her vest and popping it's safety, before she loads in in her barrel hand and takes aim, firing it out.
Redvein, seeing the trajectory of the grenate not being towards him, but towards civilians at the side, quickly launches a gallon of his blood towards that direction, making it take the solid shape of a wall, passing the launched grenate faster than it reaches, and putting itself in front of it and the civilians.
Boom!
The grenate detonates, but no sign of the blood construct even denting or moving at all.
After it's job is done, the blood quickly dissolves and levitates after it's master, becoming a shield for those passing by so that the villains can't launch more attacks on the civilians, letting Redvein safely close the distance between the villains and himself.
Seeing this, the male villains yells out. "Agh! Fuck this!!! " And proceeds to throw the bag of cash away, making Redvein's blood catch it, and the hero to continue pursuing.
The duo, now their hands free, both start an onslaught on Redvein AND the passerby's, trying to make an opening to escape. But their fates are already sealed.
A sea of blood, unbeknownst to the two who are paying attention to their backs, has sneaked it's way right in front of them.
The moment they turn even a little to see where they're running, the despair within them floods their brain entirely, seeing the massive wave of blood, –easily the size of a 2 story building, suspended in the air in front of them, encompassing the whole street with no where else to escape.
Before their despair can fully root itself, they hear a chilling voice from behind them,
Bloody Wave!
Redvein utters, and his wave obeys, closing in on the two villains like the maw of a beast closing in on their souls. It floods on them, consuming them fully, and leaves them with strong blood handcuffs that won't let them excersize their body for even a single inch. It also incapacitates them.
After the ordeal is over, Redvein starts by clearing out the area of his blood wave,
He proceeds to make the blood wave dissolve into thin air, not leaving anything but a red mist that disperses into the winds, only leaving a residue of smell that will also go away over time.
Redvein could have handled this without so much theatrics, and he would have in any other scenario, but this time it's different.
Redvein turns around, seeing the approaching car, and his daughter's neutral gaze, but with a little smirk on her lips. She's sticking her head out of the car window, looking at him, and he can't help the swirling pride that roots itself within his chest.
Anyways, minutes later the cops arrive to take the villains away, putting real cuffs after Redvein dissolves his own, and they head into their car to continue on their merry way.
The media had catched the fight from start to finish as well, now everyone knows that Redvein isn't in Shizuoka. But that's okay because he's confident that his agency and sidekicks can manage while he's away.
After all, he became so active after knowing that he'll be away for a while, thatShizuoka as a whole became a red zone for the villains. None of them wanting to be confronted by the blood demon.
Inside the car, Redvein expected his daughter to ask him a question or two about his fight or abilities, but once she didn't after a full minute, he got worried and turned around. "Aren't you gonna ask about how i dissolved my blood through the air?!" He questions, making Retsu look up from her phone, "No, Not really. why? " She asks,
"Aren't you even a little curious about how i did it? " He asks, making Retsu shrug. "I already know how you do it. " She says, making the pro hero sigh in disappointment, before turning around, "you could have atleast pretended to care... " He mutters, making Retsu sigh before she closes her phone.
'Honestly, who's the older one amongst us? ' she questions, but nevertheless asks, "so, how does that dissolving work? "
"Glad you asked! Okay so, by tearing apart the molecular composition of the blood itself, I'm able to effectively disintegrate it. " Redvein informs, making Retsu give a little wow and a slow clap, making the older Benihana sigh in defeat. "At least be a little more enthusiastic sounding... And I went through all that trouble to show you my move too... "
Sighhhhhh...
Redvein squirms under the disappointed sigh...

"All preparations for the exam are ready, ma'am. " An officer, a woman with a clipboard in hand and a professional suit on, entails to the woman behind the desk.
"Very well. And what of the participant, Is she here yet? " Madame Kimmy asks, her eyes to the screen of her computer, listing out through some files.
"No ma'am, But they're on their way. They just entered Tokyo. " The woman says, her electric blue eyes glowing a little. "Very well. You are dismissed. " Kimmy says, making the woman bow and exit the office.
"... " Kimmy has a lot of things she wishes to know in this encounter, and at first she planned on ScryingRedvein, but she changed her mind.
Now that the person she wants to know of will be coming here herself, she will be Scrying her directly.

The road to Tokyo, –their destination, is a long one, making the habit of Retsu sleeping in the car rear out again.
They just entered tokyo prefecture, and Redvein is on the look out for any incident along their way. Mike is steering the car through the road, the man is relaxed, though still a little on guard. Since the last incident he has been a little more uppity.
Retsu is in the back seat, her eyes closed, and she's dreaming away...

Her vision starts from the foot of a mountain.
In her dream, Unohana Retsu, the first ever Kenpachi, is seen standing on a mountain top. No, it isn't a mountain per say. Benihana Retsu, from her placement in the foot of this mountain of corpses, sees a silhouette at its very top.
Upon closer inspection, she sees herself from her first life. She sees Unohana Retsu, the strongest and most cruelest of her era. That mountain of corpses she's standing on? All of it her doing.
Benihana Retsu looks up, and the figure at the top looks down at her. Benihana Retsu sees two cold, emotionless, bored irises gazing down at her.
Suddenly, Benihana Retsu blinks, and her vision changes, now instead of One figure at the top, –the figure of Unohana Retsu in her captain's haori with her bloody sword at her side, She sees two figures.
The first being Unohana, and the second, somone that looks a few inches taller, and their physique bigger. Retsu cannot tell who this silhouette belongs to, as the figure is shrouded in the black abyss, not letting a single part exposed.
'it's not Minazuki, ' both her instincts and her eyes tells her that that silhouette isn't Minazuki.
'Minazuki didn't look like that. They were a spirit that looked slim and humanoid, having their figure covered in bandages and wearing a very long light green hood. This one looks more like a giant like All Might or Star. '
Before Retsu can think any further, the bigger, unknowable silhouette dissolves away into black mist, leaving behind the Unohana and Benihana Retsus behind.
Before Benihana Retsu can even open her mouth, or try to even move, Unohana appears in front of her, her form crouched, as if she just performed a sword swing, her dead eyes staring right at Benihana Retsu's eyes.
Benihana Retsu's world starts to rotate, her head having been severed from her shoulders, and she being thrown out of this nightmare, and into the waking world...

She opens her eyes with a little quick breath, her eyes being unfocused for the first few seconds, before she regains focus. She looks up, seeing them approaching the institution that will take her exam.
"We're almost there Retsu, " Her father says, seeing as she's woken up, but Retsu doesn't hear any of it, her mind elsewhere.
'A nightmare? Me? Somone who hasn't had nightmares since my second life started? ' but then another piece clicks in her mind, 'wait, what did i even dream about just now? ' Retsu's eyes slightly widen, not being able to comprehend what just happened.
She doesn't remember the dream she had just a few seconds ago. Her! Somone who's greatest strength is her mental capability!
'Whatever it was, I'll think of it later. For now i should prepare myself for the exam. ' Retsu thinks. But despite that, she can't and won't forget about this experience for a long time...
