In the alley outside the aquarium, Jake turned to look at Mr. A, the parasite in a police uniform, who was following him.
As the main antagonist of the first movie, Jake intended to capture both Shimada Hideo and Mr. A. These near-perfect parasites were clearly more suitable as experimental subjects than those whose bodies couldn't be controlled properly.
Jake didn't hesitate to capture parasites, nor did he define himself as evil.

When Jake returned to the aquarium, Izumi Shinichi and the others had already left.

The seven girls huddled together in fear. Suddenly, the sharp-eyed Yuko shouted toward the door, "Help!" She saw Jake.
That's Murano Satomi's boyfriend—he shouldn't be a parasite.
Shimada turned around at the sound and found it was Jake, whom he thought was already dead. "It's you."
"You seem to have been exposed. This doesn't comply with your rules."
Jake flicked his arms, and two pistols fell from his sleeves into his hands.
"It's all that stupid girl's fault." Shimada pointed angrily at Yuko, causing the girl to scream in terror, completely ignoring the guns in Jake's hands.
Suddenly, Shimada smiled. "Where's Mr. A? Did you kill him?"
"No," Jake shook his head. "I just captured him and dissected him."
"What!!"
Shimada's face contorted, quickly revealing his true form. "You actually used us as experimental subjects?"
"Don't you also use humans as experimental subjects?" Jake said with disgust. "Placing yourselves in a pitiful position, as if all of humanity owes you something—just hearing it makes me sick."
