In 2055, the world is divided into four continents: Asia, Europe, America, and Oceania. Each of these continents is ruled by a single individual. From the age of 16 up to 45, every human must serve the leader of the continent where they were born. The World War Game is a deadly competition played among these rulers to determine which continent is the strongest, the most intelligent, and the most cunning.

Reon Neigishi is a second-year student at His Majesty Ryu's military academy. He is a shy, highly antisocial teenager who despises human relationships and the ideals of collectivism. But where he truly excels is in sniper marksmanship. He is the first in his academy to achieve a top score on the entrance shooting exam using an AXMC .338 LM sniper rifle.

That is when a girl in his class—who is secretly a recruiter for Emperor Ryu's elite forces—offers him direct entry into the Elite Army to "truly participate in the World War Game." Neigishi, who only enrolled in this academy to take his revenge on life, decides to accept.

But he forgot one crucial detail: his severe social phobia and his paralyzing fear of looking people in the eyes.

How will he manage to meet the ruthless expectations of an elite sniper, and above all... why does the World War Game actually exist?
