Rainstrum Awakeners Ranking System, RARS for short. They're one of the major organizations for Awakeners/heroes, although they're other factions and organizations across their world. Rainstrum is just a city, they'll be more explanation on how the power spreads and how other factions came to.

• Tier D— Minor Awakeners (MA)
These are awakeners with low impact or just weak abilities (common) they have little to no hope in ranking up because that would mean being deployed or answering to dangerous threats or missions.
• Tier C — Combat-Capable
Awakeners with 'mid tier abilities' not completely useless but useful enough in certain situations
• Rank B — Elites
Awakeners with strong abilities and they can't operate with moderate authorization or being monitored.

• "Non-Compliant Awakeners, NCA"
they're the awakeners who refuse to come in for assessment, refuse registration, won't play hero or submit to the system, they're to be treated as neutral or hostile depending on their traits, tier or behaviors they exhibit. NCA is their general classification but they have tiers under that.
• NCA: Tier Vagrants (V)
They're low impact/ low threat awakeners
• NCA: Tier Defiant (D)
They refuse the RARS and directives, low impact on others/influencing others.
• NCA: Rank Hostile (H) ('rank' is used for higher levels and more dangerous or stronger awakeners)
These are dangerous awakeners, they go against the law and oppose the RARS and government, they can influence others, be wary when interacting and be ready to engage.
