This was a pirate group formed by the Kung Fu Dugongs that once met Luffy. They had left their hometown; first, because they wanted to adventure in the world like Luffy; second, to search for Luffy's whereabouts.
After all, for the Kung Fu Dugongs, Luffy was the master who had trained them and had very important meaning.
Now in the One Piece world, "Pirates" had been completely legalized. Though still called pirates, their nature had changed. Most pirates had been registered by the World Council.
Being a pirate now had more symbolic meaning; they could adventure, pursue dreams of becoming Pirate King, or search for the One Piece treasure, but were strictly forbidden from attacking civilians. If caught looting or murdering, the World Council would immediately send forces to annihilate them.
The World Council currently consisted of a combination of the old World Government, Marines, Pirates, and Revolutionary Army. Its scale and combat power far exceeded the past. Especially since the former Yonko (Four Emperors) had all joined the World Council and even become highest-level Council Chairmen.

The leader Dugong made a joyful sound and pulled that golden light toward itself.
The light exploded, falling like star particles, and merged into its body. A moment later, its eyes emitted sharp flashes. It threw its fist toward the sea.
*BOOM!*
A visible shockwave radiated from its small fist, striking the sea surface in the distance. The ocean instantly exploded as if thousands of kilograms of explosives were detonated within it, creating giant waves billowing high.
"Muuu muuu—!"
The Dugongs below became very enthusiastic. They waved their claws, wondering how their leader could suddenly become that powerful.
Though they couldn't speak, they were very intelligent and had their own communication methods. The leader Dugong wasn't stingy; he immediately shared the "Supreme Kaio-ken" reward training method with his subordinates.

"I will definitely get out..." Shukaku struggled inside Gedo Mazo's sealing space.
After receiving the reward, he realized his consciousness could truly connect to a very vast energy space. The overflowing energy there amazed him. That energy ocean was almost limitless; just a little of it was already far more than the Kyuubi's total chakra.
However, with his current power, he still had difficulty absorbing that energy too quickly and converting it into chakra. The Gedo Mazo seal was too strong. Though assisted by the Energy Ocean, Shukaku ultimately couldn't break through that seal yet.
The situation returned to calm, but Shukaku now waited for the right moment. With this Energy Ocean, breaking the seal was just a matter of time.
