The second day of negotiations began with Wilhelm presenting modified terms.

"Not tribute." He slid the revised document across the table. "Mutual defense contribution. Payment into a shared intelligence fund that benefits Portland as much as it benefits the families."

I examined the language. The substance was nearly identical—resources flowing from Pack to Royal infrastructure—but the framing had shifted entirely. We weren't submitting to Royal authority. We were investing in mutual security.

"You're giving us cover." I recognized the diplomatic maneuvering. "Language that lets both sides claim victory."

"I'm giving us a path forward." Wilhelm's voice held pragmatism rather than deception. "The families who oppose your existence will be unsatisfied regardless. But the families who see opportunity need something to work with. This language provides that."

"Full access to threat assessment regarding Black Claw and other supremacist movements." Wilhelm gestured to a specific clause. "Information sharing that would have taken you years to develop independently. The families have resources your Pack cannot match."

"We're not interested in matching Royal resources." I kept my voice measured. "We're interested in protecting what we've built."

"This protects it. Black Claw alone represents a threat that could overwhelm your defenses if they decide you're a target." Wilhelm's expression was serious. "And they will decide that. Eventually. What you've built represents everything they hate—cooperation, integration, peace between species that should be at war."

Adalind spoke for the first time in the negotiation. "The intelligence would genuinely help us?"

"Genuinely." Wilhelm turned to address her directly. "The families have centuries of accumulated knowledge about Wesen supremacist movements. Patterns, leadership structures, recruitment methods. Without that information, you'd be defending against threats you don't understand."

The Council exchanged glances—the silent communication we'd developed over months of working together. Monroe's expression suggested cautious approval. Rosalee's held practical assessment. Sarah's compound eyes glittered with intelligence considerations.

"We accept the modified terms." I made the decision. "Mutual defense contribution, intelligence sharing, non-aggression clauses. The language works."

Wilhelm's relief was subtle but visible. "Then we have an agreement."

The signing ceremony happened that afternoon.

We'd prepared a formal space—the conference facility transformed with Pack symbols and neutral decorations. The document itself was elaborate, incorporating both Royal protocols and elements we'd designed to represent Pack identity.

"The Portland Accords." Wilhelm read the title aloud as we prepared to sign. "The first formal agreement between a Grimm-led faction and European Royal families. This will be studied by historians for generations."

"Assuming anyone survives to study it." My voice held dark humor. "History tends to forget the losers."

"You're not planning to lose."

"I'm not planning anything except protecting my people." I picked up the pen. "This agreement serves that purpose. Nothing more."

The signatures went down in sequence—my name, then Wilhelm's, then witnesses from both sides. Monroe signed for Pack military. Rosalee signed for Pack infrastructure. Sarah signed for Mellifer alliance.

When it was done, the Portland Accords existed as more than concept. They were documented, formalized, real.

"Congratulations." Wilhelm extended his hand. "You've accomplished something that most Royal advisors believed impossible. A Grimm-Wesen alliance, diplomatically recognized by European powers."

"I've accomplished a starting point." I shook his hand. "The hard work continues after you leave."

"The hard work always continues." Wilhelm gathered his materials, preparing for departure. "But before I go—one final piece of intelligence, shared as a gesture of good faith."

"About Black Claw?"

"About the timeline." Wilhelm's expression grew serious. "They're moving faster than our initial assessments suggested. Leadership has consolidated. Recruitment is accelerating. We estimate they'll have operational cells in North America within eighteen months."

"That's faster than the intelligence briefing suggested."

"The briefing was accurate for when it was written. This is updated information—received this morning from our Vienna station." Wilhelm paused. "They've specifically discussed Portland. Your success is being framed as proof that Wesen should dominate human society, not hide within it. Some see you as an example to emulate. Others see you as a threat to eliminate before your model spreads."

"Eliminate how?"

"Unknown. But Black Claw doesn't negotiate. They don't compromise. They believe Wesen are inherently superior to humans and should rule openly." Wilhelm's voice held genuine warning. "What you've built here—cooperation between species, protection for all—that's anathema to everything they believe. They'll come for you eventually."

"Thank you for the warning." I filed the information away for Council discussion. "We'll prepare."

"Prepare seriously. The Royals have been fighting Black Claw for decades. We've contained them, limited their growth, prevented their worst excesses. But they're adapting." Wilhelm moved toward the exit. "Whatever happens, remember that some families prefer stability over chaos. We may not agree with your methods, but we prefer you to the alternative."

"High praise."

"Accurate praise." Wilhelm paused at the door. "Take care of Portland, Grimm. What you've built here matters—even to those of us who initially opposed it."

He left. The delegation departed an hour later, their SUVs carrying them toward the airport, toward Vienna, toward whatever reports they'd deliver to families that had shaped Wesen politics for centuries.

The celebration that evening was cautious but genuine.

We gathered in the Spice Shop's expanded back room—the space that had hosted Council sessions, emergency meetings, and now diplomatic triumph. The Pack had grown since those early desperate days, but the core remained: Monroe, Rosalee, Adalind, Ariel, Scalpel, the Mellifer representatives, the allies who'd chosen to stand together against everything that should have divided them.

"To the Portland Accords." Monroe raised his glass. "To making the impossible look routine."

Everyone drank.

"We're not outlaws anymore." Rosalee's voice held wonder. "We're not refugees or rebels or threats to be eliminated. We're recognized. Legitimate."

"We're sovereign." I corrected gently. "That's what the Accords mean. Portland isn't Royal territory, isn't contested ground, isn't someone else's property. It's ours. Formally, legally, internationally."

"That's a lot of words for 'we won.'" Angelina's voice cut through the formality. "Can we just celebrate winning?"

"We can celebrate the milestone." I smiled despite the weight of Wilhelm's warning. "But winning isn't a destination. It's a process. There'll be more challenges, more threats, more impossible situations to navigate."

"And more celebrations after we navigate them." Monroe's tone was firm. "Tonight, we earned this. Tomorrow, we can worry about what comes next."

He wasn't wrong. The Pack had earned celebration—months of fighting, building, sacrificing. The Portland Accords represented everything we'd worked toward.

But Wilhelm's warning about Black Claw echoed in my thoughts. Another threat. Another challenge. Another impossible situation to survive.

Tomorrow's problem.
