He didn't believe a word of it.
Dragon knew the situation in Alabasta well. He didn't think Smoker, for all his strength, had the political maneuvering skills or the power to resolve such a thorny national conflict.
Smoker was a brawler, not a revolutionary.
Relying on his keen intuition, Dragon formed a hypothesis...
"Could this... have something to do with Mr. Chrollo?"
After all, according to the last intelligence report brought back by Banijo, the direction Chrollo was heading... was precisely Alabasta.

"I knew it." A look of relief appeared in Dragon's eyes . He then asked impatiently, "How did Mr. Chrollo do it? Tell me everything!"
The Transponder Snail mimicked a nod of excitement, then spoke: "Mr. Chrollo made contact with Princess Vivi. Through subtle clues, he investigated the existence of Baroque Works, exposed Crocodile's conspiracy, defeated him, and protected the safety of the towns!"
"Mr. Chrollo is truly a man of exceptional wisdom," Dragon sighed in admiration.
As for Chrollo defeating Crocodile, Dragon didn't find that strange at all. After all, Chrollo was someone who could last ten minutes against Admiral Kizaru.
"It's not just that~" Banijo continued.
"Oh? What else happened?" Dragon asked curiously.
"Chrollo used the Float-Float Fruit to transport seawater to induce rain in the drought-stricken cities! He saved countless refugees!"
Dragon nodded approvingly. "Clever use of Devil Fruit powers. Mr. Chrollo is indeed a great talent. It's a pity, though, that this kind of rainfall is only temporary. It won't be long before the drought continues in various parts of Alabasta."
"No, Mr. Dragon," Banijo interrupted him for the first time.
"...Is there another variable?" Dragon was curious.
Banijo was a good man—shrewd, skilled at tracking and protection with his fruit ability, and knew his place. But he had this habit of pausing for dramatic effect when he spoke... it was a bad habit that needed curing!
Unaware of his leader's slight annoyance, Banijo continued: "Mr. Chrollo didn't just bring seawater. He brought desert vegetation and building stone. He used his fruit ability to build dams across the region and taught the local people and the Rebel Army the methods of desert management."
"The former Rebel Army, now organized and instructed by Chrollo, has formed a massive 'Desert Management Corps.' They travel between the cities of Alabasta, implementing Mr. Chrollo's measures: planting vegetation to stop the sand, building dams to store water, and digging deep underground canals."

As Banijo rambled on, Dragon's thoughts drifted far away.

He secretly organized the Revolutionary Army stationed in Alabasta to join the Desert Management Corps, assisting the people and the former rebels in the reconstruction of the kingdom.
Furthermore, Dragon repeatedly instructed Banijo to follow closely in Mr. Chrollo's footsteps and ensure his safety.
He also listed Chrollo as the "Spiritual Leader" of the Revolutionary Army, a rank placed even above his own.

One was a tall man wearing a black-and-white Holstein-patterned hat with two protruding bull horns .
The other was short, with a spiky blonde afro and two black stripes under his eyes .
