Is Welt strong?
Very strong.
The abilities of the Herrscher of Reason are indeed impressive, but Welt, or rather
Joachim Nokianvirtanen (the second Welt), was not a perfect match for the Herrscher of Reason Core. Using the Core caused him constant, immense pain.
Then there's Bronya, who is different. Bronya is a compatible user for the Herrscher of Reason Core. If Welt could only utilize 80% of the Core's power, Bronya could easily reach 90%.
Then there are the Death, Flame, and Wind Cores. These three really are just pure Herrscher Cores right now.
If the compatibility isn't high enough, even if Chen Luo bought them, he might not be able to use them, or using them could cause severe side effects.
But if he bought the Authority, there would be no problem at all.
The Authorities Chen Luo could currently buy are: Herrscher of Sentience Authority, Herrscher of Thunder Authority, and Herrscher of Void Authority.
The Herrscher of Sentience Authority comes from Senti, the Herrscher of Thunder Authority from Raiden Mei, and the Herrscher of Void Authority from Kiana, or K-423, or Sirin.
These three names all refer to Kiana herself.
These three are the true Herrschers who can control their Authorities, the executors acknowledged by the Will of Honkai.
It's just that none of them are willing to destroy humanity for the Honkai; instead, they've all become turncoats.
There's another reason Chen Luo isn't buying a Herrscher Core right now.
He had a feeling that when his Honkai Adaptability reached 200%, something special might happen. For example, the Will of Honkai might see how incredibly awesome Chen Luo is and reward him with a Herrscher Core or something.
