Kōga after speaking so much, got up to get himself a cup of water before returning to the table.
He gave his father and grandfather a little time to digest his thoughts on the establishment of the anbu core.
"Cough!" Kōga cleared his throat.
"After the anbu core is established successfully, we should look to establish the ninja academy. They are many children in the clan who i think might be more inclined to learn in a classroom environment." He paused before continuing again.
"And once the population from outside the island arrive and are vetted, we could have those of appropriate age register at the academy, while those who are older but still wish to be shinobi can take an auxiliary test to see if they are suited or have potential to become shinobi!" He finished, causing jun to nod while ashina stroked his squared goatee.
Taking another sip of his water kōga went over his next topic in his head quickly.
"The other sectors can all be slowly established, but the anbu core and academy need to be established properly." He said before moving on.
"The matter of population, can be solved easily but we should also look for smaller more isolated ninja clans who were either ostracized or kicked from their home unfairly." He stated, crossing his arms across his chest as memories from his previous life surfaced.
"If I remember correctly, there was a dojutsu clan from the land of lightning who were framed for the death of a previous daymio of the land of lightning!" Stated kōga, his mind racing, he knew that the clan was wronged.
As a saying in his previous life said, 1 man's waste is another man's treasure!
If the land of lightning does not want a dojutsu clan, who in fact posses a extremely versatile and powerful dojutsu then don't blame kōga for snatching them for the benefit of Uzushiogakure and the Uzumaki clan.
Literally if the clan could start up an entire branch born with the chinoke clans ketsuryugan, the better.
Jun's eyes widen, but he wasn't surprised that the clan had ignored such a thing, as was stated before, the clan was quite the isolationist bunch.
"If you want, i could lead the mission to recruit them, having the next ruler of the country coming in person should in fact show them how sincere our offer is!" Stated kōga matter of factly.
Ashina nodded in agreement, in fact had he been any younger he'd have offered to take the journey himself, but he'd retired. Living most of his early years in the warring states period had taken quite the toll on this old man, though that in fact did not make him weak by any means.
He was happy though that his grandson was taking a more active roll in the countries development.
"Fine, that can be arranged!" Said jun with a nod. In the next decade or so he'd retire as well, handing over the rule of the country to kōga, by then his son wouldn't be able to leave the country as easy as now.

"Lastly we should start seeking other stable alliances, as a country we should not in fact be only allied with konoha, yes our village could probably stay only an ally of konoha, but the country itself should branch out properly!" Said kōga seriously, he did not know if konoha into the end hand facilitate the destruction of Uzushiogakure by not sending anyone in the fictional work, but hed be damn if his country, clan and home were destroyed.
Jun for his part gave kōga a nod, now that kōga had mention it, yes the country of whirlpool needed more allies, and fast.
'Maybe we start, with the other island nations near by, or even the land of snow?' Jun thought before shaking his head. When the time came for that, he'd study it then.
He released a breath before looking at kōga with pride, he was thankful he had a competent son and heir.
The trio went on to discuss the brought up matters more in depth. The talks lasted till late into the night before everyone retired for sleep.
