E level worlds have issues that can be easily resolved. They don't need much intervention.
D level world has minor disputes which take expertise.
C level world has tangled issues and resolution can take rebirth. You will be conflict with one affluent family and few govt officer at local level, street level.
B level or above world can have major issues at city level. Some nerfed out A level world are also considered B level. This was the rating of Ethans world mission orignally.
A level mission are province level and might require you cross paths with a governer. These are difficult.
S level world or above become very hard to resolve. The problem is at country level.
SS level the mission are extremly hard to resolve and is of international level. You need to fight multiple countries to conquer SS level mission. This is normally a secret to hosts but Admins know about it.
Ethans mission was raised to SS level due to threat level encountered .
SSS level world means end is eminent, its very difficult to close such a world mission. Its like resolving a world war among nuclear powers.
But Z level world are unheard of these are basically hacked mission where the hosts enemey have cheat codes.
System and admin cosmic being of great power cannot directly intervene due to some cosmic law which Ethan is unaware of or who governs them. So they use people like Ethan.
Admin: Z level worlds are a secret to even system operators. Even admins rarely encounter them. None of these worlds are considered redeemable. They are just resource suckers. However, churing out experiences out of that world is rare. Ethan your work is unprecedented. Ethan did fight a vampire.
These Z level human worlds are infested by supernatural powers and make it hard or near impossible to conquer.
The world that you fought was already S or SS level, if we consider Edgar is Dhampir. No wonder you faced so much difficulty. Which we highly regret putting you into. But appearance of Full blood Vampire is shocking.
Ethan: Full Blood Vampire was very strong, he defeated me with just two blows even in his weakened state. If there are more variants, humans of that world will just vanish. What happened to my team in last regression.
Admin: Since you died and your team camouflage and was not involved in killing the Full blood Vampire directly. They had no trouble, all of them lived a happy life and world was safe.
Ethan face showed a contented look.
Admin: Note you cannot clear this world. The world is infested with Vampires, its irredeemable. We have checked and found possibility of stronger variant of vampire exists in that world. We will allot you a different world.
Ethan: My friends & family are there I cannot abandon the world. If not for Edgar schemes and subsequent regression. Else I would have settled in the world. This time I thought I was finally going to have a normal life!!

I have strong suspicion in vampire variants higher than full blood vampire involved.

With your skills you can easily win that world, will live there as a billionaire with political power. You can have new family and friends. Not only that I will increase your lifespan to 5000 years.

Admin: Suppose you kill the Full blood vampire while being alive this time. But an Elder Vampire will appear. How will you beat that. Even if you beat him, you will suffer wraith of Vampire Lord. Death of Elder Vampire will not go unnoticed. What will you do then.
Admin knew this was the sole reason why Vampires exist. Since you will need to eliminate them all. Its not just you can kill one of them and be done. They were little supernatural mafia/ terrorist in essence. If you kill one others will come to aid and gang up on you.
