Some were only burned or scalded; some were directly buried in the flames, with no chance of survival. For example, the descendants of the Shadow Organization.
Coincidentally, the place where the Arson Fiend self-detonated was next to the cells where the Shadow's descendants were held.
Thus, the raging flames instantly consumed the cells holding these descendants.
