The Anomaly Enforcement Act of 2016 was enacted to establish legal responsibility for individuals with energy abnormalities and to organize safe coexistence within society.
Article 5, Paragraph 2 – Mandatory Training
Regulation:All individuals classified with Anomaly status are required to undergo power-control training at their designated regional Anomaly Training Centers.
Objective:To regulate and stabilize the practical application of IAR and ECP at levels deemed safe and environmentally stable, allowing registered Anomalies to:
cohabit publicly with non-Anomaly citizens, and
participate in lawful employment.
Penalties for Non-Compliance:Imprisonment for up to 1 year or up to 2 years, or a fine of not less than 100,000–200,000 Credits, or both imprisonment and fines.
Criminal Code – Article 7, Paragraph 3: Public Energy Restriction
Regulation:Anomalies classified under the Area Effect category (individuals whose abilities produce wide-range impacts) are prohibited from activating Anomaly powers within populated or public areas inside designated restrictions zones.
Distance Boundaries:200 meters, 400 meters, or 600 meters, with baseline distance determined by each individual's ECP classification level, according to the scale and intensity of their energy effects.
Penalties for Violation:Fines of 50,000 Credits, imprisonment of up to 3 months or 6 months, or both, subject to escalation based on the measurable degree of damage caused.
Article 9 – Authorized Use Exception
Use of Anomaly powers is permitted if explicit authorization has been granted by the FBM or a registered operational agency holding valid special-purpose approval.
Article 10 – Emergency Exception
In cases of emergency necessity, including life-threatening situations where immediate Anomaly activation is unavoidable, such actions shall be evaluated for legal appropriateness by the FBM and associated government authorities following incident review.
Article 12, Paragraph 2 – Identity Marking for Mimic-Type Anomalies
Regulation:Anomalies classified under the Mimic category (those capable of impersonating appearance, personality, or biometric data) are required to display a visible red cross Mark in a conspicuous location (e.g., beneath the eye or on the forehead) to prevent identity fraud.
Penalties – Intentional Violation:Imprisonment for 5 to 10 years, or fines of up to 500,000 Credits, or both imprisonment and fines.
Penalties – Non-Deliberate Violation (Oversight or Unawareness):A formal warning shall be issued, and proof of compliance must be submitted to FBM authorities within 3–7 days.
Supplementary Note to the Act
Individuals subject to penalties under this legislation retain the right to file appeals before the courts, pursuant to due process procedures established under civil and criminal law.
