The only reason Doflamingo used to enter and leave freely was because the Government tolerated him due to his Celestial Dragon background.

The Government would never allow the rapidly growing Beasts Pirates to gain more power.
War was unavoidable.
Roxing saw it clearly.

"Dressrosa is more important than Punk Hazard.
If the Marines use the conflict as a distraction to launch a sneak attack here, it will be disastrous."
A valid concern.
The Marines had far more total manpower.
They could easily fight on two fronts.
If Fuz-Fu and the others left Dressrosa unguarded, the city would be vulnerable.
Roxing could not allow that risk.
Fuz-Fu, understanding the situation, reluctantly fell silent.
Roxing patted his shoulder.
"Guarding Dressrosa with Runtee and Page One is already a major achievement.
Leave Punk Hazard to me."
"I'll make sure the World Government regrets ever opposing us."
After that…
Roxing didn't even stop to say goodbye to Viola and Rebecca.
He immediately returned to Wano and entered the Onigashima laboratory.
Queen and Jack looked at his serious expression and were stunned.
Queen rubbed his bald head.
"Who made the young master angry?"
Jack growled: "Just say the word, I'll go deal with them!"
Queen smacked him on the back of the head.
"You don't even know who it is—deal with who?!"

Queen felt despair.
Why did he, elegant and intelligent as he was, have to share a fusion form with this big simple-minded brute?
Queen quickly called Fuz-Fu and learned the whole situation.
Jack immediately turned to leave.
Queen shouted, "Where are you going?!"
Jack: "To Punk Hazard. I'm going to crush the Marines and Government."
Queen exploded:
"YOU SIT DOWN AND WAIT FOR THE YOUNG MASTER, YOU OVERSIZED OX!!"
Meanwhile, Roxing ignored their antics and checked his system.
