The number plate incident quickly drew the attention of the Hunter Association.
After returning, the president of the Hunter Association, Netero, personally appeared and brought the examinees who had passed onto an airship.
He stared at the two identical number one plates placed in front of him by the staff and scratched his head.
"Hm. This is a headache."
To be honest, even he couldn't tell them apart.
There was no difference at all.
At that moment, Menchi, standing beside him, spoke decisively.
"This has to be Emiya's doing."
"Are you certain?" Netero asked.
"Yes," Menchi said without hesitation. "That guy has a special ability. He can create food out of thin air, and he even built a villa on Eyes Island. Making a number plate is nothing."
She had been observing Emiya closely.
After all, they had gotten to know each other in a rather unpleasant way.
Satotz, standing nearby, added, "But the problem is that we can't distinguish which one he made and which one was issued by the Association."
Because they couldn't tell them apart, they couldn't declare that Emiya had cheated.
Netero thought for a moment, then clapped his hands.
"There's no helping it. We'll announce that both of them passed the fourth test. Since we can't tell which plate is real anyway."
"It looks like we're taking a loss this time," Satotz said.
"We don't have a choice," Netero replied. "Let's settle it this way."
The decision was final.
Soon after, Emiya was informed that both he and Kurapika had advanced.
The result didn't surprise Emiya at all.
He had already considered this outcome when he created the number plate.
He originally thought the Association would only allow one person to pass.
He hadn't expected them to let both advance.
After Emiya and Kurapika moved on, the list of those who passed the fourth test was announced.
Emiya.
Niikido Toshiro.
Hayato Fūrinji.
Kosaka Shigure.
Issho.
Robin.
Hisoka.
Illumi.
Gon.
Kurapika.
Killua.
Leorio.
Hanzo.
In the original exam, only nine people passed.
Now, there were thirteen.
Everyone else was eliminated.
Next came the president's interview.
Netero spoke with each of the thirteen one by one.
When it was Emiya's turn, Netero deliberately placed the two identical number plates on the table.
"You really caused us a lot of trouble."
"What's troublesome about this?" Emiya replied casually.
"If I really wanted to make things difficult, I could've sent a number plate to every examinee and let thirty people advance at once."
Netero froze, then wiped imaginary cold sweat from his forehead.
"Then I really should thank you for holding back."
If Emiya had done that, the fourth test would have been completely meaningless.
"Alright," Netero said. "Let's get to the point. Why do you want to become a Hunter?"
"I just wanted to experience the Hunter Exam," Emiya answered calmly.
"I'm not particularly obsessed with becoming a Hunter."
"I see. A challenge to yourself?"
Emiya pursed his lips.
In truth, it couldn't really be called a challenge.
He already knew everything about this exam.
If he truly wanted a challenge, he would've joined the next one.
Netero noticed his reaction but didn't comment.
He continued. "Among your group, who do you think is the most outstanding?"
"Issho," Emiya replied without hesitation.
"His strength isn't inferior to yours."
Netero smiled faintly. "Do you know my strength?"
"I have a rough idea," Emiya said.
"But it's a pity you're no longer in your prime."
Netero had often mentioned that his current strength was less than half of his peak.
That wasn't a lie.
Which meant his peak had been terrifying.
Netero's eyes flickered slightly before he smiled.
"When people get old, they should learn to accept it."
"I have a way to restore your youth and bring you back to your prime," Emiya said.
"I wonder if you'd be interested."
Netero only smiled.
He didn't answer.
Instead, he asked, "Last question. Among the other twelve, who do you least want to compete with?"
Seeing him change the topic, Emiya didn't press further.
"No one," he replied calmly.
"It doesn't matter who I fight. Win or lose doesn't matter to me. Becoming a Hunter doesn't matter either."
Netero smiled wryly and nodded.
"Alright. You can go."
Emiya stood, nodded, and walked toward the door.
Just before leaving, he stopped and turned back.
"If you change your mind, you can come find me," Emiya said.
"If nothing unexpected happens, I'll be staying at Heaven's Arena for a few days after the exam."
Netero remained silent.
Emiya opened the door and left.
Half an hour later, all interviews were completed.
The examinees who passed were given three days of rest.
Three days later, the final test began.
Everyone gathered at a hotel managed by the Hunter Association's examination committee.
From that point on, no outsiders were allowed to enter or leave.
All tables and chairs in the banquet hall were removed, leaving only an empty space.
President Netero announced the rules there.
The final test was a series of one-on-one matches.
The condition for passing was simple.
Win one match.
The condition for winning was just as simple.
Force the opponent to surrender without killing them.
That was considered a victory.
The loser wouldn't be eliminated immediately, but would advance to the next round.
Whoever lost repeatedly would eventually become the sole unqualified participant.
In other words, among the thirteen people, only one would fail.
The remaining twelve would all receive Hunter licenses.
After briefly explaining the rules, Netero announced the start of the final test.
To Emiya's surprise, even with his group's presence, the first match didn't change.
It was still Hanzo versus Gon.
The process didn't change much either.
Hanzo knocked Gon unconscious with ease.
But since the match required the opponent to verbally surrender, he had to wake Gon up and wait.
There was no doubt Gon would never surrender.
Killing was prohibited.
If someone killed their opponent, they would be judged the loser.
So despite beating Gon for several hours and even breaking one of his arms, Hanzo still couldn't end the match.
Gon stubbornly refused to give up.
For someone this unreasonable, even Hanzo had no solution.
If it were someone ruthless, they might've risked disqualification and killed Gon outright.
But Hanzo wasn't that kind of person.
In the end, he could only surrender.
Even then, Gon wasn't satisfied.
"That's not right," he shouted. "We should find a way to have a fair fight."
This was exactly why Emiya disliked protagonists like Gon.
He relied on the rule against killing and refused to surrender.
Even if killing were allowed, he probably still wouldn't have surrendered.
He was that kind of person.
More importantly, this was a one-on-one match.
He had clearly lost.
He'd been knocked unconscious at the very start.
The gap in strength was obvious.
Yet he still wanted another chance to win, simply to satisfy himself.
Even after the opponent surrendered, he demanded a serious rematch.
He even wanted to find a comfortable way to win.
What a joke.
You already lost.
In the end, Hanzo knocked him out again with a single punch.
Emiya felt the solemn Hunter Exam had turned into a farce because of this kid.
After the first match ended, the second match began.
Thanks to Netero's wicked sense of humor, the next fight was between Emiya and Kurapika.
Kurapika, the one Emiya had toyed with before.
When Kurapika learned his opponent was Emiya, he was filled with fighting spirit.
"Let me ask first," Emiya said.
"If I win, you won't refuse to surrender like Gon, right?"
"Do you think I'm a child?" Kurapika snapped.
"And I don't plan on losing."
Emiya laughed lightly.
"It seems you don't understand the difference between us."
Kurapika's eyes turned icy.
He stomped forward and charged.
His right fist shot toward Emiya's head.
But when it was only a few centimeters away, it stopped.
Not by Kurapika's will.
Emiya's telekinesis had locked him in place.
Kurapika froze mid-punch, unable to move even an inch.
"Can you surrender now?" Emiya asked calmly.
"You can't move, but you should still be able to speak."
Kurapika stayed silent, clearly searching for a way out.
"I'll give you ten minutes," Emiya continued.
"If you don't surrender after that, I'll break your spine. You'll spend the rest of your life in bed."
The moment he said that, Emiya felt two sharp gazes filled with killing intent.
One came from Killua.
The other from Leorio.
His words had clearly angered them.
As for Gon, he was still unconscious.
So he had nothing to say.
