Outside Newt's house in Dorset.

Three Kneazles sprawled lazily across the grass, tails flicking now and then.

Lucien sat on a low stool, a soft-bristled brush in hand, patiently grooming the ginger one. The Kneazle squinted in pure contentment, purring deep in its throat, occasionally rolling over to offer its belly for more attention.

Newt crouched nearby with a feather wand, trying to coax the other two into a bit of exercise. They merely gave him slow, unimpressed glances and refused to move.

Lucien kept brushing as he asked casually, "Mrs. Tina isn't around? She's usually the one looking after these three whenever I visit."

Newt set the feather wand aside and brushed grass from his hands. "Something's come up back in America. The Scourers have suddenly started moving again. Tina was specifically called back to help guide the operation."

Lucien's hand paused for a fraction of a second. Tina had been an elite Auror for MACUSA decades ago. She had lived through the Grindelwald war, seen more than most, and possessed both experience and skill. Being invited back as an advisor made perfect sense. But the Scourers…

The Scourers were a uniquely American problem.

Before the colonies unified, the eastern seaboard had been carved up by several European powers. Among the Europeans who arrived were no small number of transported criminals—Muggles and wizards alike. Some of the wizards tried to start over. Most, however, had been dark wizards fleeing serious crimes and the warrants of their own magical governments. Once in the New World they simply changed names and continued as before.

With no unified magical authority or law enforcement in those early days, the worst of them enjoyed near-total freedom. They became the ancestors of the Scourers.

They hunted for profit without restraint—tracking down dark wizards when it paid, framing ordinary wizards when it didn't, and even capturing innocent Muggles to sell to the Church's witch-hunters for the bounty. During the infamous Salem witch trials, large numbers of Scourers infiltrated the Muggle courts. They deliberately exposed fellow witches and wizards, fabricated evidence, and condemned the innocent.

Most of the dead in that tragedy—wizard and Muggle alike—could be laid at the Scourers' feet.

Salem itself became the direct catalyst for the founding of the Magical Congress of the United States of America. The first President's earliest act was a ruthless purge. The majority of the Scourers' core members were executed, and the organization was shattered.

A handful slipped the net, melted into Muggle society, married, and raised children. Their descendants inherited a deep, generational hatred of magic. The most notorious modern example was the Second Salemers, whose leadership still traced directly back to Scourer bloodlines.

That long history of betrayal and the trauma of Salem were why America's International Statute of Secrecy was enforced far more strictly than Britain's. American wizards were forbidden to marry Muggles, forbidden to display any magic in front of them, and required to keep their identities completely hidden. The entire magical community lived in a state of wary distrust toward the non-magical population.

"Those Scourers are absolute extremists. Extremely dangerous." Lucien frowned. "Mrs. Tina's safety—"

"Guiding the work" was the official phrasing, but knowing Tina's character, she would almost certainly be in the field herself. She was not the type to sit in an office and issue orders from a distance.

Newt smiled, the quiet certainty in his voice meant to reassure. "Tina's magic and combat skill haven't declined at all. She still complains that she retired too early. And those alchemical amulets you gave me earlier—I passed every one of them on to her."

Lucien reached into his pocket, produced a small box, and handed it to Newt. "I've had a few new ideas in alchemy lately. Made some improved protective pieces. Please give these to Mrs. Tina for me."

Before Newt could answer, Lucien continued, "I'm also adding a new function to both your and Tina's Quick-Quotes Quills. If either of you runs into serious danger, one touch will send an automatic distress signal with real-time location to a pre-set list of contacts."

Newt accepted the box. "Thank you. You're always thinking ahead."

"The Zouwu you wanted to observe and study is a magical creature unique to that great Eastern nation," Newt said. "I've submitted the application on your behalf, but you'll still need to complete the official keeping-qualification assessment yourself. You're prepared for that, I assume?"
