Chapter 246 - TDP Chapter 245 Broken, in trouble

The movie already provided the answer to how Barry could regain his Speed Force.

By simulating the circumstances of Barry being struck by lightning that day and having lightning strike him again, Barry would have a certain probability of gaining the Speed Force.
