The pace will pick up fast from chapter 10 onward, until it gets all set up to were the MC isn’t a weakling and is a decent factor in the universe. 
Chapter 27 is where the Actual story starts, the earlier chapters is to inform you on the power scaling, evolution, the Universal system, etc.
