With water, the enemy will end up electrocuted, but for this to happen, Kurenai needs someone to cast the lightning technique, and if she's alone, she'll have to do it herself.
Genjutsu is broken; hence, she only knows one genjutsu technique. I imagine you already know which one it is, but having only genjutsu is a waste of potential and shows very little creativity.
"I heard the Chūnin Exams are coming up soon. According to what my father told me, Sensei, are we going to participate this year?" Kurenai asked, looking into my eyes as if I were a puppy.
