As the saying goes, people are grouped by their kind, and things gather by category. The circle you belong to determines the kind of people you associate with and the resources you receive from that circle.
For instance, if you are in a circle of major merchants or officials, the resources you gain come from them, and are related to the kinds of benefits you form with them.
Imagine a poor person at the bottom attempting to enter such a circle; even if they manage to get in, could they adapt? They don't understand what is being said. How can they integrate, and how can they achieve their desires?
Once such a high-level circle is formed, how many people will go all out to try and get in? At that point, is there any fear of not having enough members? They only complain about not having enough space, wishing someone would leave to make room.
