In the game you could not interact with these evil spirits, and thus Jareth thought that they were mindless creatures who had their minds corrupted with miasma.
He was so taken aback when the evil spirit talked so fluently that he almost stopped moving and stood in one spot for a while.
"What!? You are intelligent? You are not brainless? That's interesting…"
