"The people upstairs? You mean *those* people?" Li Lu asked, clearly surprised by the news.
Although Li Lu was a long-term field Shadow, as a member of the IMF, she had certainly heard of those who oversaw such a massive international organization.
They were the highest controllers of the IMF and held supreme authority. They could directly view the most confidential anomaly documents within the organization. No one knew if they were male or female, or even how many of them there were.
The only thing known, both inside and outside the organization, was a colloquial name someone had come up with: "the people upstairs," or simply "upstairs" for short.
Each of them was a custodian of some of the Foundation's most dangerous secrets. Combined, they knew every secret in the IMF's possession.
Most IMF personnel went their entire careers without ever seeing them. People outside the IMF had never even heard of them, or didn't believe they truly existed.
