Humans have only been able to grope blindly, crudely defining their abilities. If the value of an item's positive effects outweighs its negative ones, then it is deemed a worthwhile relic. Conversely, if a relic's side effects are too severe, it is considered junk, destined to be thrown away or used to trick and harm others.
But on closer thought, this understanding is extremely one-sided. Relics were not created for human use; their birth has its own meaning. Something exists above the Earth's surface that catalyzes the creation of new relics, though no one knows what it is. However, it is reasonable to guess that the relics in the Abyss-Sea also originate from the surface.
