But this thought barely crossed All Might's mind before he immediately shot it down.

He didn't believe his choice of Izuku Midoriya was wrong.
Sure, the kid didn't have a Quirk at first, but he had a heart that wanted to save people. Just like All Might when he was young.
He believed Izuku could become an amazing hero.
But All Might hadn't figured something out yet.
Having a hero's heart versus having actual power.
Izuku with One For All was like a kid with average talent holding a legendary sword.
Maybe he could practice slowly, grow step by step, until he could finally use that sword properly.
But he was nowhere near being a genius who could wield it perfectly from day one.
When they arrived at the Japan airport, everyone went their separate ways.
They had classes tomorrow.
While no one was looking, All Might quietly said a few things to Izuku, then left quickly.
He had to tell U.A.'s staff about Izuku's situation, and report it to the Hero Association.
A bullet that could erase someone's Quirk? That was a terrifying weapon that could shake hero society to its core.
"Ah! It's Arthur!"
"What? Arthur?"
"Is that the Arthur who fought alongside All Might on I-Island?"
As Class A walked out of the airport, someone in the crowd suddenly shouted Arthur's name. Then everyone near the airport rushed forward, catching a bunch of Class A students off guard. Before they could react, they got swallowed by the mob.
"Hey, hey, hey! What is going on right now?"
Mina Ashido felt like she was about to get crushed.
"It seems Arthur's battle on I-Island has already made the news back in Japan, causing this situation," Tenya Iida said, his glasses knocked off.
"This is even crazier than after the Sports Festival!"
"Wait, where's Arthur?"
"I don't see him... Huh? Momo Yaoyorozu is gone too!"
"That guy definitely used Time Stop just now."
"Why didn't he save us too? What a jerk!"
The rest of Class A started complaining.
About a hundred meters away from the crowd, Arthur gently set Momo down from a princess carry.
Momo snapped back to reality.
She remembered the Sports Festival experience, so she knew Arthur had stopped time.
She was about to say something, but then she remembered that kiss between Melissa and that idiot at the I-Island airport.
Momo swallowed her words, turned her head away, and huffed.
"Let's go." Arthur walked forward with his hands in his pockets.
He looked over and noticed a building's LED screen playing news about what happened on I-Island last night.
Momo stared at his back, pouted, and still ran after him.
At the same time, she couldn't help calling herself weak for being so used to following behind him.
All Might had already shrunk back into his skeletal form and rushed to U.A. He told Principal Nezu, Shota Aizawa, and the other staff what happened to Izuku.
When they heard Izuku's Quirk was completely erased, everyone looked shocked.
Principal Nezu especially.
He knew about One For All. He knew it was a Quirk even All For One couldn't steal.
Other Quirks getting erased was one thing, but he never expected One For All to be...
After everyone agreed, the school decided to report this to the Hero Association immediately.
They would go after the Shie Hassaikai who made that bullet.
A weapon like that couldn't exist in the world.
Then came another question. What should they do with Izuku?
Hearing this, All Might's expression got heavy.
Yeah. U.A. had never accepted a Quirkless student.
Especially not into Hero Course Class A.
Izuku was probably looking at expulsion.
Vlad spoke up. "I know it's harsh, but keeping a Quirkless student at U.A. isn't right. If news gets out that his Quirk is completely gone, the consequences..."
"The final exams are coming up. The hero course exam is team battles against teachers. A Quirkless student wouldn't stand a chance," Cementoss added.
Even Shota Aizawa didn't speak up for him. All Might couldn't argue either.
There was no good counterpoint.
"I think there are two options," Principal Nezu said. "First, we announce that Midoriya is sick and put him on temporary leave for recovery. Keep his student status. We don't know if he's permanently lost his Quirk. There might still be a chance."
He paused, then continued. "Second, a transfer. I think Midoriya is a good kid, and expulsion is too harsh. But... the Support Course might suit him well."
Principal Nezu looked around. "Which option do you all think is better?"
Everyone went quiet for a moment. Just as Shota Aizawa was about to speak, All Might cut in. "Principal, I'd like to visit Izuku's home first. Let him decide."
Hearing that, Midnight, Shota Aizawa, and the others nodded.
Principal Nezu said without hesitation, "Very well. That's probably the best way to handle it. I'll leave it to you, All Might."
Izuku's home was in the same city as U.A. High School.
All Might got there quickly.
Facing a surprise visit from the number one hero, Izuku's mom was so startled she could barely talk. After a while, she managed to pull herself together and invited him in.
"Izuku has been locked in his room ever since he got back. Did something happen?" she asked, worried.
"I'm here about that exact thing. Please leave it to me." The muscular All Might gave a strained smile.
