The Huangpu River was thick with shipping—heavy steam-transports, traditional wooden junks, and grey-hulled union cruisers—all riding quietly at anchor in the amber light of the late afternoon sun.

Inside, beneath a soaring ceiling of gilded glass and dark teakwood arches, delegates from thirty sovereign nations sat in a vast, quiet semicircle.

There were no military flags draped over the gallery rails, no royal coats of arms, and no golden crests of private banking houses. In their place hung a single, heavy wool banner of deep navy blue, embroidered in clean silver thread with the emblem of the Third Ledger: two balanced scales resting within an un-broken circle of iron chain.
