In truth, that was a considerable number. For each city to send 3,000 Guards was a clear sign of their commitment; after all, none of them wanted the Goblin disaster to continue spreading.
The reason they had been hesitant to send troops earlier was that the situation in the Royal Capital was still uncertain. If a Lord accidentally backed the wrong side, the consequences for them could be far more severe than any Goblin disaster.
In summary, while an army of 1,000 could alleviate much of the pressure on Roland Town, it was nowhere near enough to solve the problem outright.
Although her own power was formidable and she could play a significant role on the battlefield, she wasn't confident she could deal with so many Goblins by herself.
Having such a powerful ally would undoubtedly ease her burden significantly.
