Chapter 1.
An Alternative universe, an AU. What makes a universe different from its prime counterpart?. Elements?, laws?, A nexus event that changes the timeline?, Maybe the existence of someone or something that isn't present in the original one?. Ofcourse one could answer that all of this and more can qualify a universe as an AU.
After the 3rd great shinobi war, several changes happened in the village of Konoha. Changes that an anime or manga consumer of Naruto would qualify the current Naruto world as an AU.
After the third great shinobi war, the forces of Konoha found themselves weakened. The second shinobi war had already taken a huge toll, and the 3rd war, which happened around 12 years after the end of the 2nd and lasting for another 7-8 years, caused an extreme amount of imbalance in both military and logistical departments for Konoha.
Ofcourse this situation was further worsened due to the way the war was ended. The 3rd Hokage Sarutobi Hirizen, along with the council Elders and clan leaders, decided not to impose war Reparations on Iwagakure and the land of earth.
To end the political finality of the already ending war. Hiruzen Sarutobi stepped down as 3rd Hokage and Minato Namikaze took the mantle, stepping up as the 4th Hokage as a symbol of power towards other nations and a symbol of peace towards the village due to his fearsome and loved relationship in both domestic and foreign affairs.
However almost a year and a half later, disaster struck. The Nine-Tails attack on the village damaged the slowly recovering village's strength greatly, the biggest blow being the Death of Several jonin, anbu, and general shinobi, along with damage to the Civilian and shinobi structures alike. Of course, by the end of the conflict, this big blow was small in comparison to the loss of Minato Namikaze, who was the Leaf's symbol of fear towards the other nations.
This conflict also initiated the growing distrust between the higher-ups and the Uchiha clan, particularly allowing a certain bandaged cyclops to gradually villainise them due to the Hokage losing his men and power and thus needing a force that could sabotage the other village operations until the leaf got back on track.
Danzo, being Danzo, following the attack on Leaf by the nine-tailed fox, capitalised on his power more and started expanding root forces and taking over many operations due to the light side of the village, aka the Hokage's forces, being damaged.
This made it impossible for Hiruzen, who took over as Hokage, to shut down Danzo due to his roots being a necessary evil in order to make sure that no outside forces, like the Cloud Village, try anything funny.
In order not to give away too much power over to a war hawk, Hiruzen would call over the Sannin and create division to spearhead a faster recovery.
However, after one and a half years, a tragedy that was a boon in some way struck the village again. Orochimaru, one of the sannin, defected after being caught betraying the village. This sets back progress and does damage to the strength of the Village yet again.
This, however, led to an investigation that incriminated Danzo, thus allowing Hiruzen to get some control back. The subsequent "punishment" involved Root not recruiting new members and converting 60% or 560 of the recruit trainees of the Root program who hadn't gone through the Root doctrine to be placed in the general forces according to their abilities.
This also allowed Hiruzen to get together and have peace talks with the Uchiha, who had faced persecution from Danzo for the last 2 years.
The situation, although somewhat better, was still far from good, let alone great.

A 4-year-old boy with black hair and a plain face was looking at a screen in front of him in somewhat of an indifferent expression.

He leaned closer like the numbers might disappear if he didn't double-check them.

"Sorry, Dad...I hit my toe..Won't happen again". Tatsu answered gently.

'This world doesn't have anywhere with no surveillance..the green area has a small cave...or a hollow gaint bolder to be exact..I could use that area'.

Tatsu sat down on the rock floor and started to pretend to meditate. Konoha was after all, a ninja village a, nd one does not know when another might be watching.
