Chapter 11 - Walls Before Storms

The burned granary was rebuilt faster than anyone expected.

Within days, workers replaced the damaged beams, reinforced storage chambers with stone supports, and reorganized grain distribution under tighter supervision. Guards rotated in double shifts, and new patrol routes were drawn around supply zones.

To ordinary citizens, it seemed like simple recovery.

To Qin Wang Shan, it was preparation.

Inside the command hall, senior officers gathered around a large map of Shen City.

Commander Han pointed to several markings.

"Before the fire, most of our defenses focused on the city gates," he explained. "But the attack came from within."

Qin Wangshan nodded.

"Which means," he said calmly, "our weakness is not the wall, but the gaps between people."

The officers exchanged uncertain glances.

"From today," Qin Wang Shan continued, "three changes will be made."

He raised one finger.

"First—every supply depot will have mixed supervision. Guards and civilian officials will monitor each other."

No single authority.

No easy corruption.

He raised a second finger.

"Second—the night patrol will double. Anyone moving goods after midnight requires written approval."

Commander Han's brows rose slightly. Crime would drop instantly.

Then the third.

"Third—we establish an internal intelligence office."

The room fell silent.

One official hesitated. "Your Highness… spies? Within our own city?"

Qin Wang Shan shook his head slightly.

"Observers," he corrected.

"People who listen before problems grow."

He looked toward the window where workers repaired damaged roads.

"If fear spreads before information reaches us, the city collapses from rumor alone."

The officers slowly nodded.

None argued further.

Orders spread quickly.

New recruitment began—not soldiers, but ordinary citizens: traders, caravan workers, dock hands, innkeepers.

People who heard things.

People who noticed strangers.

Within days, Shen City began developing something it never had before.

Awareness.

From a quiet tea house across town, Lu Zheng watched the movement unfold.

Messengers moving at unusual hours.

Officials working overtime.

Guard rotations changing.

He stirred his tea slowly.

"So," he murmured, "he learns quickly."

Most governors tightened punishments after sabotage.

Qin Wang Shan tightened structure.

Different approach.

More effective.

Lu Zheng placed the cup down.

"This prince," he muttered, "is building foundations, not reactions."

And foundations were difficult to destroy.

That evening, Qin Wang Shan stood atop the western wall.

The sun dipped behind distant mountains, casting Shen City in warm orange light.

Children ran through newly repaired streets.

Merchants closed stalls peacefully.

Guards walked patrol without fear in their eyes.

For the first time, the city felt alive.

Footsteps approached.

Commander Han bowed.

"Your Highness. Defensive adjustments are complete."

Qin Wang Shan nodded.

"Good."

Han hesitated.

"Do you believe more attacks will come?"

The prince watched smoke curl gently from household chimneys.

"Yes."

There was no doubt in his voice.

"When people realize you are no longer weak," he said quietly, "they test how strong you truly are."

Han swallowed.

"And if the empire itself moves?"

Qin Wang Shan's expression remained calm.

"Then we will already be prepared."

Far beyond Shen City, hidden within the imperial capital, a sealed report reached unseen hands.

The contents were brief.

Shen City stabilizing rapidly. Prince gaining loyalty. Sabotage ineffective.

Silence followed.

Then, somewhere in the shadows, a new order was given.

Back in Shen City, lanterns lit the streets once more.

Peaceful.

Orderly.

But beneath that calm, preparations continued.

Because Qin Wang Shan knew something his enemies did not.

Storms never announced their arrival.

And walls must be built before thunder is heard.
