Chapter 83 - Chapter 83 Five Major Departments

On the way to the Forbidden Forest, Howl explained the Binding Spell to Harry.

This is a sealing spell applied to living creatures, a complex spell combining charms, magical script, and formations.

Harry hadn't expected to learn the 'real thing' he had been longing for in such a short time.

He was very nervous, unsure if he could do it now.

Howl comforted him, saying, "Don't be too nervous. If you can't even follow instructions, then you're truly useless."

He became even more nervous...

Walking into the Forbidden Forest, Harry cupped his hands and blew a whistle.

In the distance of the Forbidden Forest, a flurry of chirping and startled bird sounds immediately arose, and soon after, a Dragon emerged from the woods.

Even after the Unicorn incident last night, Harry still found time to establish a mental imprint with the little Dragon, and their intimacy had now reached a peak.

"He's growing so fast, how old is he?"

Harry listened meticulously, not daring to be careless. He knew that if a spell went wrong, it could easily cause all sorts of accidents, such as explosions.

And this spell was to be cast on Norbert.

"After sealing the creature, do they still need to eat?"

"After sealing, their physiological needs will be reduced to the limit, but if it's this little Dragon, he'll probably still need to be let out periodically," Howl said.

"Never mind, as long as we get through the Ministry of Magic's inspection," Harry said.

"Whatever you say." Howl nodded, continuing to explain the details of the Binding Spell.

After about an hour, suddenly, a bright red flash streaked across the sky above the Castle.

That was Fawkes's flame.

Howl looked up, gazing towards Dumbledore's office. His vision quickly narrowed and shifted, twisting several times until he saw the scene in the office.

Many figures appeared in Dumbledore's office. Although he didn't recognize any of them, he assumed they were from the Ministry of Magic.

Howl turned back and continued to unhurriedly explain the final key points of the spell.

After another ten minutes or so, he waved his hand, and the blue script and patterns in the air disappeared.

"Did you remember?" Howl asked.

Harry held a quill in his hand, with a piece of parchment floating in front of him, and nodded, "I remembered everything."

Howl glanced at Harry's notes, confirmed there were no issues, then nodded and turned, saying, "The Ministry of Magic people are here. You'd better hurry and seal Norbert before they start inspecting the Forbidden Forest."

"Okay." Harry nodded, looking at Howl's back.

Then he turned to the little Dragon beside him, "Alright, let's begin."

"Roar-lulu--"

Inside the Principal's office, about ten people were now standing, making the once spacious office extremely crowded.

"Mr. Dumbledore, how much longer until he arrives?" someone asked.

"If he thinks delaying like this can help him escape the law, that's an extremely naive idea," another person added.

"Gentlemen, ladies. There's no need to rush, perhaps he was just delayed on the way," Dumbledore said unhurriedly.

As he spoke, Howl's figure appeared from behind the curtain. He saw the packed office and remarked, "What a grand display."

Saying that, he came to the desk and slightly raised his hand, "Would you mind standing up, please?"

His voice was calm and gentle, but it entered that person's ears as if it had magic, and by some strange impulse, that person stood up.

Howl patted the cushion, sat back down in the chair, and leaned against the backrest, stretching his body.

"Alright, you can begin your introductions."

The person who had been sitting earlier had a somewhat indignant expression and demanded, "You are Howl Jenkins?"

"Yes." Howl nodded. "Is everyone here? Let's get this over with."

"It seems you are very confident in yourself. I trust you received the Ministry of Magic's letter and know why we are meeting." He stared intently at Howl.

He had been sitting earlier, and this person in front of him had made him move with just a casual remark. This was an insult.

Of course, what he cared more about wasn't this, but the ability behind it.

Dark Arts!

He immediately thought of this.

"You are?" Howl looked at him.

"Rufus Scrimgeour, Head of the Auror Office of the Ministry of Magic," Scrimgeour said.

"Someone reported that you are involved in last year's Troll incident on Halloween. We also suspect that the Knockturn Alley explosion in '90 and the Dark Wizard flying incident over London are related to you."

"Evidence?"

"That is precisely why we are here." He nodded slightly. "Please come with us."

Howl looked at Dumbledore, then nodded, "Alright, I respect your laws. I hope you have hot tea prepared."

"We will, if you are truly innocent." He nodded, somewhat surprised.

He never expected that this person in front of him would agree so readily to their investigation request.

"Then let's go. But before that, please hand over your wand."

Howl handed him the small wand he usually used.

Suddenly, someone behind him rushed forward, looking at the wand Howl handed over with horror.

"This! This is my wand!!"

Instantly, the atmosphere in the entire office became tense, and almost all eyes focused on Howl.

"Oh." Howl spread his hands. "I found this in London. My wand had just broken at the time."

After speaking, he looked at the person who had spoken and realized that it was one of the Ministry of Magic members he had encountered during his flight over London in the summer of '90.

Dumbledore first looked at the wand, then looked at the wand's original owner with surprise.

In this tense atmosphere, he popped a toffee into his mouth, deep in thought.

According to the information he received from Kingsley, the Ministry of Magic member Howl encountered in London in '90 was from the Department of Magical Accidents and Catastrophes.

And those who came here today were from the Law of Magic Enforcement Department, the Auror Office, and under the Department for the Regulation and Control of Magical Creatures: the Dragon Research and Restraint Bureau, the Committee for the Disposal of Dangerous Creatures, and also the Department of Magical Education.

A total of five people from different departments gathered here.

It seems that fellow was transferred, Dumbledore thought.

Thinking, he popped another candy into his mouth.

Because the Dragon Research and Restraint Bureau also came, he guessed correctly!
