Akuto let out a sigh.
After a long while, he spoke in a chilling tone. "If someone sees another person commit murder and doesn't stop it, but doesn't help either, are they guilty?"
"Of course not!"
Touka retorted almost instantly, her voice ending with an indisputable finality, her crimson kakugan flickering in the darkness.
Akuto suddenly grinned, his canines glinting coldly in the dim light. "Then what exactly do you want?"
He leaned forward, his tone laced with mockery. "According to your logic, everyone in this world should live by their own abilities."
"The weak are meat for the strong to eat, survival of the fittest. It's that simple."
Touka was momentarily stunned, her brow furrowed tightly.
Akuto's words were like a tangled mess, wrapping around her inherent perceptions, making her unable to grasp his logic at all; she only felt a tightness in her chest.
"What you want is an order where even ordinary Ghouls can live peacefully!"
Akuto suddenly raised his voice, every word piercing her heart.
"But order never comes out of thin air. Every human and every Ghoul in this society is a participant in that order!"
He paused, his gaze sharp as a blade, stabbing directly into Touka's eyes.
"By sitting idly by while your own kind hunts innocent humans without stopping them, what difference is there between you and the CCG that hunts Ghouls? You're nothing but an accomplice."
"You hope for the CCG to lay down their butcher knives and stop hunting Ghouls, yet when your own kind wantonly hunts the innocent, you only hide to one side and talk grandly about 'suffering'."
"No one cares about your cheap and hypocritical suffering, just as you don't care about the suffering of others!"
"Idiot."
"But... but..."
Touka staggered back two steps, her hands propped against the cold wall, her fingertips trembling slightly.

"When you think that stopping a Ghoul from killing is a betrayal of Ghouls, you must understand—"
"An Investigator letting a Ghoul go, even if that Ghoul hasn't killed anyone, is a betrayal of humanity."
He turned around, his back radiating a bone-chilling indifference. "Before I change my mind, get out."
"Touka, let's go..."
Kaneki Ken gave Akuto a deep look, then supported Touka as they quickly left.
Amon wanted to pursue them, but was stopped by Mado Kureo.
"Mr. Akuto's capacity is truly terrifyingly vast."
"Are you interested in joining the CCG?"

Akuto's answer caught Mado Kureo and Koutarou Amon by surprise!
He actually agreed!
