The new reformation of Konoha's political structure began taking shape at a rapid pace.
Without the hindrance of the Elders or Danzo, the positions of Elders and Department Heads were chosen quite quickly.
Alongside Jiraiya and Tsunade, Might Guy and Kakashi took the positions of the third and fourth elders.
After a lot of discussion, Shikaku was chosen as the fifth elder.
Mission System had three people: Choza, Genma, and another Jonin.
Education System had only one head, which was the Head of the Education Department. So, that place belonged to Kakashi.
Kakashi also became one of three people to hold more than one position in different committees.
Tsunade also became the only person to hold three different positions: two positions as Department Head and one position as Elder.
Shizune became the Head of the Support Department.
According to Tsunade, she had seen a potential sprout from the current Genin Roster.
As long as she could do better, she would be able to replace her soon. That person was none other than Sakura.
The Barrier Team only had one department. Logically, Naruto shouldn't be allowed to be the head of this department.

These sectors reviewed, analyzed, planned, and compiled all the information for a certain sector.
They didn't possess substantial power over anything, but they were important because only they could submit the documents for plans and budgets to the Hokage.
Although Department Heads could also do it, they could only do this in case of emergency.
So, while Elders didn't have command over anything, they could structure every sector according to their plans.
This was also why the budget was under the Hokage.
No matter what the Elders wanted to do, without the Hokage's agreement, they could never get the budget for anything.

As for the Hospital, even if more buildings were added, hospitals would only be contained within Konoha.

Elite Chunin- A ninja with all the above but more experience or intelligence than a normal Chunin.
Special Jonin- The same as before.
Jonin- The same as before
Elite Jonin- Can easily suppress a Special Jonin
Quasi-Kage- Has the power to kill Elite Jonin and multiple Jonin.
Kage- has the power to destroy a small country.
Peak Kage- has the power to kill a Kage without sacrificing their life.
Super Kage- has the power to kill multiple Kage-level shinobi but, with the right strategy or sacrifice, can be defeated.
Peak Super Kage- has the power to kill two Super Kage.
To give them a proper understanding of this ranking. Naruto even made a ranking list for them.
Genin- Konohamaru
Elite Genin- Sakura
Chunin- Shikamaru (Shadow Paralysis Jutsu is also an elemental Jutsu)
Elite Chunin- Neji
Special Jonin- Sasuke
Jonin- Asuma
Elite Jonin- Kakashi
Quasi Kage - Naruto (Without using any special Jutsu or boosts, his strength increases every day despite not training, as his body becomes more familiar with his peak strength from memory.)
Kage- Tsunade
Peak Kage- Might Guy (Seventh Gate)
Super Kage- Nine Tails
Peak Super Kage- Hashirama Senju
