In order to summarize the military situation of the past year, assess current conditions across the Grand Line and the Four Seas, and formulate future strategic deployments, the Office of the Fleet Admiral of Marine Headquarters hereby issues a Supreme Assembly Order following internal deliberation.

The following admirals and designated officers are hereby commanded to arrive at Marine Headquarters, Marineford, within the specified time frame to attend the highest-level military conference of the Marines.

The list of attendees and their assigned responsibilities is as follows:

Marine Headquarters Admiral "Aokiji" Kuzan(Responsibility: Chief Supervisor of patrol operations in the first half of the Grand Line—Paradise)

Marine Headquarters Vice Admiral Monkey D. Garp(Responsibility: Free operational authority and major battle support)

Former Marine Headquarters Admiral, current Chief Instructor of the Elite Training Camp: Zephyr(Responsibility: Training of Marine officers and guidance in military theory)

Marine Headquarters Chief of Staff Tsuru(Responsibility: Strategic planning and intelligence analysis across the entire force)

Additionally required to attend are all active-duty Vice Admirals and above, the chief scientist of the Scientific Forces, Dr. Vegapunk (with full security detail), as well as commanders of all major branch bases and heads of strategic departments.

This directive is hereby reaffirmed as a highest-level assembly order. Any violation shall be considered insubordination and punished in accordance with wartime Marine disciplinary regulations.

All summoned personnel must report to Marineford no later than January 20, Year 1510 of the Sea Circle Calendar. No exceptions will be tolerated.

The conference shall be formally convened in the Supreme Conference Chamber of Marine Headquarters.

From the moment dawn broke, the military harbor was plunged into a state of unprecedented activity and solemnity.

One warship after another—each flying the command flags of Marine generals—slowly docked at port. Gangplanks were lowered.

Figures whose names shook the seas—men and women who ordinarily governed distant regions and held absolute authority over their own bases across the world—stepped onto Marineford soil one by one.

They wore immaculate white formal uniforms or ceremonial dress befitting their rank.

The air itself seemed heavy.

Officers nodded in acknowledgment or exchanged brief glances, but few words were spoken. Everyone present understood the extraordinary nature—and gravity—of this meeting.

At the same time, deep within the fortress, inside the Supreme Conference Chamber of Marine Headquarters, the atmosphere was even more subtle.

Around the massive oval table sat the chairs that symbolized the highest authority and status within the Marines. One by one, those seats were filled.

Chief of Staff Tsuru sat calmly with her eyes closed, her expression tranquil as still water, as though the chaos of the outside world had nothing to do with her. Several female officers stood quietly behind her.

Garp, rarely seen in full Vice Admiral ceremonial attire, wore his uniform today—though, as usual, his tie was crooked. He was loudly complaining to Zephyr beside him, seemingly griping about how restrictive the clothes felt.

Zephyr looked at his old friend with helpless amusement, tinged with nostalgia.

Sakazuki, whom few had seen in some time, sat rigidly in his seat. His hands were clasped on the table, his expression as severe as ever.

If there was any difference, it was that he was quieter than usual—his sharp gaze scrutinizing every person who entered.

And whenever his eyes drifted toward the seat that remained empty, they paused for a brief, imperceptible moment.

Beside him, Kuzan maintained his usual lazy demeanor, an eyepatch covering one eye.

Behind them, Borsalino was bent forward, chatting animatedly with Dr. Vegapunk and Sentomaru, his exaggerated expressions and unmistakable drawl carrying through the room.

"So scary~ this lineup for the meeting~"

Before long, nearly every seat with the authority to sit at the table was occupied.

And yet—

The most striking presence was the chair just beneath the Fleet Admiral's seat.

It remained empty.

Like an invisible magnet, it drew everyone's gaze—only for them to instinctively avoid looking at it too directly.

No Vice Admiral, Rear Admiral, or high-ranking officer who entered afterward dared to covet that seat.

They quietly took their places behind the leaders of the factions they aligned with.

Those who favored Sakazuki's hardline approach stood behind him.

Those sympathetic to Kuzan's ideals or closely connected to him gathered near his side.

Those who respected veterans like Garp and Zephyr positioned themselves behind them.

And those aligned with the strategic corps—or inclined toward Fleet Admiral Sengoku's balanced neutrality—mostly stood behind Tsuru.

The divisions were clear, unspoken, yet unmistakable.

The chamber filled steadily, yet remained eerily silent.

Only the faint sounds of breathing and fabric brushing against fabric could be heard.

Almost every pair of eyes—openly or secretly—was fixed on that empty seat…

…and on the tightly closed doors of the conference chamber.

They were waiting.

Not long after, Sengoku, clad in his Fleet Admiral's formal attire, strode into the room with steady steps.

An invisible pressure spread instantly, snuffing out the last whispers of conversation.

His sharp gaze swept the room out of habit—and when he saw that the seat beside his own was still empty, his brow furrowed.

A trace of irritation crept into his voice.

"Where the hell is that bastard Gern?"

"I've already arrived, and he dares—"

Crunch!

The crisp sound of someone biting into an apple echoed from the direction of the chamber doors, abruptly cutting Sengoku off.

In an instant, every gaze snapped toward the slowly opening massive doors.

The crowd near the entrance parted instinctively, as though pushed aside by an unseen force, forming a clear path.

"Yaa~ haa~"

A slightly frivolous voice with a familiar cadence rang out.

"Is such a grand reception really all for the arrival of this god?"

Enel, unusually draped properly in a Marine justice cloak, strolled forward while chewing on an apple, striking what he clearly believed was a dignified pose.

Before his foot could touch down—

A large hand slammed onto the back of his head and shoved him roughly aside.

"Move it. Don't embarrass yourself."

With that flat reprimand, the figure everyone had been waiting for finally stepped into view.

Dressed in full Admiral regalia, Gern Reginald Sigmar entered the chamber.

A perfectly measured smile rested on his face as his gaze swept across the room, finally settling on Sengoku's less-than-pleased expression. He pressed his palms together lightly.

"My apologies, Fleet Admiral. I was handling a small matter and arrived a bit late."

At that moment, however—

No one cared about his apology.

Because every eye in the room was now locked onto the figures filing in behind him, hearts pounding uncontrollably.

And at this very moment, it had officially stepped into the highest decision-making circle of the Marines.

The conference chamber fell into dead silence.

Only heavy breathing betrayed the storm raging within each heart.

"All right, everyone," Gern said lightly, looking around the room."From now on, I'll be the one calling the shots. Who's in favor? Who's against?"

Sengoku: "...…"

"Sorry," Gern chuckled awkwardly. "The atmosphere was too good. I couldn't help myself. Please, continue."

"Hmph!"

Sengoku withdrew his gaze, straightened his uniform, and spoke solemnly—each word ringing with authority.

"From this moment onward…"

"The Marines will step into a new era."
