Devil Fruit users needed strong physiques as a foundation to develop their abilities. Meanwhile in the Naruto World, Taijutsu training was basic; without it, many Ninjutsu couldn't be used at all.
Conversely, in the One Punch Man World—perhaps for certain reasons—some strong heroes actually didn't emphasize physical development much.
For example, the former S-Class hero, Tatsumaki, and her younger sister who were esper-type fighters; they completely relied on awakened powers. Their physiques were extremely fragile. This absence of a complete and balanced power system was the main reason why the One Punch Man World was generally considered the weakest world.
Of course, if talking only about the strongest individual fighter, the One Punch Man World had Saitama who could steamroll the other two worlds alone. This baldy was an inhuman existence, a figure at Demon King level.

If not for the existence of monsters there, oppression of ordinary people might have been far worse.
Currently, not far from the coastline, there was an extremely dense and silent wilderness forest, as if something terrifying was lurking within it.
Suddenly, Mihawk's eyes, who was walking at the very front, narrowed. He suddenly turned toward the right front, his hand already pressing the sword hilt. The next second, the Black Blade was drawn from its sheath.

Simultaneously, whispers were heard from within the forest. Giant earth walls rose from the ground, standing in layers to withstand the remainder of that slash until finally crumbling and disappearing.
"Enemy attack—!"
Seeing the figures that suddenly appeared, Aokiji, Kizaru, and the others were shocked.
They didn't have sensing abilities as sharp as Mihawk's, but their reactions were very fast. They immediately raised their hands giving signals, and the troops behind instantly went on alert with bodies covered in Busoshoku Haki.
"Misunderstanding, this is a misunderstanding!" Suddenly, four other figures shot out from the forest and stopped not far from the World Council group.
"We're not enemies, we're here precisely waiting for all of you!" Their leader was a short-statured man with whitened hair and beard.
His face looked friendly, he stood floating in the air above a chunk of earth, his eyes staring at Mihawk full of vigilance. The power of that earlier slash made him apprehensive; sure enough, the experts from the One Piece World were indeed strong like monsters.
Both sides narrowed their eyes at each other, observing one another.
"You are the Kage from other ninja villages. Why are you blocking us?" Asked Aokiji with furrowed brows.
The existence of the Golden List had revealed the identities and appearances of many strong people. The three people before them were all listed on the Highest List, likewise the appearance of people from the pirate side was already known by the ninja side.
Those three people were the Third Tsuchikage from Iwagakure, Onoki; the Fifth Mizukage from Kirigakure, Terumi Mei; as well as the Hachibi Jinchuriki, Killer Bee.
Onoki said: "We have no ill intentions. We just want to offer a deal to you all!"
Mihawk moved his eyebrows but remained silent.
Aokiji glanced at the people behind him, and seeing they showed no rejection reaction, he asked: "What deal?"
In his heart he felt strange. These people apparently knew they would come and were already waiting to offer a deal, this triggered his curiosity.
Onoki said honestly: "I'm sure you came for those eight Bijuu. They've obtained the secret inheritance method from Rank One of the Golden List—a new power system. That thing has very important meaning for all three worlds."
Aokiji nodded slowly but didn't interrupt the conversation. Onoki continued: "Currently in the Naruto World, Konoha Village dominates alone.
