"You come offering alliance," one Japanese Elder had observed during my second month. "But alliance with what? European vampires who spent fifteen centuries hiding from humans while we integrated into our societies? Your treaty is solution to problem we never had."
The criticism stung because it contained truth.

"The treaty." He spoke the word with distaste. "Paper agreements that humans will ignore when convenient."
"Paper agreements backed by economic power, military capability, and demonstrated willingness to enforce compliance." I set down my tea, meeting his ancient eyes directly. "The alliance has two thousand Hybrid Squad members capable of responding anywhere in the world within forty-eight hours. We've eliminated extremist threats that governments couldn't address. We've built economic infrastructure that makes us valuable partners rather than convenient targets."
"You're threatening us?"
"I'm describing reality. Human governments are accepting immortal existence because we've demonstrated we're more useful as allies than dangerous as enemies. That calculation only works when the alliance is strong enough to matter. Individual covens—even ancient ones with eight centuries of tradition—don't register on that scale."
Qiang was silent for long moments, processing arguments that challenged assumptions he'd held for centuries.
"You're asking me to surrender independence for protection I've never needed."
"I'm asking you to exchange isolation for integration. The protection is bonus—what I'm really offering is community. Six hundred vampires who share your interests, your challenges, your hopes for what immortal existence could become."
The negotiation continued for three weeks.
Qiang tested every claim, demanded verification for every promise, pushed against every condition that might limit Chinese autonomy. Eight centuries of independence had taught him that alliances often became prisons, that partnership frequently preceded domination.
But he couldn't deny the strategic logic.
Human technology was advancing. Governments were coordinating. The same forces that had driven European vampires toward treaty recognition were emerging in Asia, even if the timeline was delayed by cultural factors that provided temporary protection.
"Chinese vampires join your alliance," he said finally. "But I require seat on Elder Council. Chinese interests must be represented at highest level, not filtered through European intermediaries."
"Agreed. The Council expands to include you."
"And Japanese representation as well. Elder Haruki has expressed similar concerns—we'll join together or not at all."
"Also agreed. The Council welcomes both of you."

Supernatural beings occupied positions of spiritual authority in traditional societies, serving as shamans, elders, and warriors whose abilities were attributed to ancestral blessing rather than biological transformation.

"What do they need that isolation doesn't provide?"
"Security from modernization. Traditional societies are eroding as Africa urbanizes. Young people move to cities, abandon ancestral beliefs, forget the respect that protected vampires for generations. Within decades, the cultural cover that's sustained African covens will disappear."
"Then that's our approach. We offer protection against the future, not the present."
The African expansion proceeded more slowly than Asian—seventeen covens by June 2012, one hundred twenty-seven vampires total. But each addition strengthened the alliance's global legitimacy, demonstrated that partnership could accommodate diverse traditions without demanding homogenization.

Twenty-one covens joined between July and December—one hundred twenty vampires who recognized that synthetic blood access, economic support, and military protection outweighed the minimal obligations alliance membership required.

"We also need treaty expansion," Qiang added. "Twenty-seven nations cover European populations adequately. Eleven hundred members across four continents requires fifty-plus nations for comprehensive protection."
"Agreed. 2013-2015 becomes dual campaign—recruitment and treaty expansion simultaneously."
The council assigned responsibilities based on regional expertise.
Qiang and Haruki would negotiate Asian treaties—China and Japan first, then India, Korea, Indonesia. Nkrumah would handle African treaties—South Africa, Egypt, Kenya, Nigeria. Rodriguez would manage Latin American treaties—Brazil, Argentina, Mexico, Colombia.
Amelia would coordinate with existing European and North American structures.
I would continue leading recruitment while Papa provided strategic oversight for the entire operation.
