No one announced the doctrine.

It emerged as a report.

The author was neither leader nor elder, nor someone worthy of the Triad's immediate attention. He was merely a symbiotic mediator — a role created early in the Second Great Cycle to facilitate agreements between collectives of different natures.

His name matters little.

The method does.

He observed the displacements. Catalogued flows. Compared settlements that thrived with those that vanished without any recorded conflict. He spent cycles analyzing what did not happen.

No aggression.

No punishment.

No formal violation.

And yet, clear losses.

The report began simply.

"Environments are responses, not actions.

Adjustments do not constitute violence."

Technically correct.

Then came the structure.

He described the process as Passive Ethical Neutralization — a dry, almost academic term. The idea was simple: if the system punished direct actions, then legitimate behavior was to act only through the environment.

No attacks.

No explicit coercion.

Only contextual optimization.

— We do not force decisions — the text stated. — We merely make certain options unviable.

The document first circulated among mediators. Then among young collectives. Not as law, but as best practice.

And that was when something shifted.

Before, the method was reactive.

Now, it was preventive.

Settlements began structuring territories so that certain forms of growth were impossible for those who did not share specific values. No one was expelled. Staying simply became… unsustainable.

It was clean.

It was silent.

It was efficient.

Some called it social maturity.

Others, ethical evolution.

A small vegetal collective attempted resistance. They adapted slowly, respecting cycles, avoiding environmental pressure. They were economically absorbed within a few periods. No conflict occurred. Only disappearance.

When one mediator questioned whether this was not disguised exclusion, the response was immediate:

— Exclusion presupposes direct denial. This is a natural consequence of incompatible choices.

The phrase spread.

Repeated. Refined. Accepted.

The Triad became aware when the term began appearing in formal teaching records. Not as warning, but as a legitimate tool of symbiotic governance.

Kael-Zhur read the entire text without comment.

Shuun-Vo took time to respond. When he did, it was not condemnation.

— They are right within the system — he said. — And wrong outside it.

Lumea-Vorr noticed something more unsettling:

— This is not abuse of power. It is outsourcing guilt.

No one attacked.

No one decided.

The environment "resolved" it.

Eternavir observed longer than expected.

When it finally responded, it did not nullify the report. It did not censor the term. It did not forbid the practice.

It did something almost imperceptible.

It classified Passive Ethical Neutralization as a Latent Moral Risk Emergent Phenomenon.

It was not a crime.

It was not an error.

It was a warning.

But warnings do not prevent adoption.

And for the first time, something began to crystallize in the Second Great Cycle:

An ethic that functions perfectly

can be used to avoid taking responsibility for anything.
