The Federation Tower's visual array shifted from the inner sanctum of the Illuminati to a topographical view of the planet. The Leader remained the focal point, but the atmosphere of the broadcast shifted from intelligence disclosure to formal diplomacy. 

"For thousands of years, humanity believed it was a surface dwelling species, divided only by the artificial borders of the old world," The Leader began, his voice carrying the weight of a historian closing a chapter. "That perception was a curated illusion, maintained by ignorance and fear. Just as we have looked to the stars to find Tier III civilizations, we must now look within our own borders. Today, the Earth Federation formally admits two of the most advanced civilizations in our planetary history into the global fold. Wakanda and Talokan."

The holographic map zoomed with cinematic grace into the heart of Africa, piercing through a localized distortion field to reveal a futuristic city of silver and light nestled within the mountains.

"Wakanda is not the developing nation the old world claimed it was," The Leader announced. "It is a pinnacle of technological and cultural achievement that chose isolation to preserve its stability in a chaotic world. Today, that isolation ends. Wakanda joins the Federation as a founding member nation, committing its vast scientific knowledge and cultural wisdom to our shared governance."

T'Challa stepped forward to the podium, his presence regal. He looked like a King who had decided to grace the world with his presence. He spoke with the steady voice of a man accustomed to his words shaping history.

"People of the world," T'Challa began. "For generations, my people remained in the shadows. We watched the rise and fall of empires, the brutality of the world wars and the systemic corruption of global politics. Our isolation was a defensive necessity. We saw that the previous governments of Earth were not ready for the responsibility of the knowledge we possess. We saw organizations like Hydra, embedded in the very fabric of international security utilize secrecy to enslave and destroy. They created the very excuses that kept us hidden, fueling the conflicts that made the world a dangerous place for a peaceful civilization to reveal itself."

He paused, his gaze sweeping across the holographic sensors, speaking to every nation at once. "We faced a choice that offered no victory. Had we disclosed our presence peacefully to the old world, the outcome was mathematically certain, global war. The governments of the past sought resources. They would have moved against us to strip our technology and plunder our knowledge. We could have fought and we would have won, but it would have been at the cost of total planetary destruction. There was no authority to whom we could appeal. When the very institutions of global law were infected by Hydra or driven by the inherent greed of local politicians, there was no court of complaints. We were effectively cornered by the world's own instability."

"But the Earth Federation represents a fundamental shift. Under the guidance of the Illuminati and the Earth Federation, we see a global structure capable of handling the weight of the future. The logic of greed has been replaced by the logic of survival. Wakanda no longer seeks to hide because there is finally a centralized authority worthy of our trust. We bring our medicine, our energy sciences and our commitment to justice to the Federation. We do this because the survival of Earth requires every advanced hand on the wheel. We are no longer Wakandans first; we are the defenders of Earth."

The broadcast feed then shifted dramatically from the sun drenched African mountains to the crushing expanse of the Atlantic Ocean. The virtual camera plunged beneath the waves, moving through deep sea trenches until a bioluminescent metropolis appeared, built into the very rock of the seabed, glowing with an inner light.

"The surface myths of Atlantis have a foundation in truth," The Leader announced. "Talokan is an underwater civilization that has existed in the silent depths for centuries. They have maintained a powerful society far beyond the reach of surface eyes. Today, Talokan joins the Federation under a mandate of sovereignty protection, ensuring that the oceans are no longer a lawless frontier."

Namor stepped to the podium, his posture rigid, his dark eyes cold and challenging. 

"The surface has always been a source of noise and destruction to my people," Namor stated, his voice cutting through the telepathic calm with a serrated edge. "We watched from the depths as your previous leaders poisoned the air and the waters, blinded by their petty nationalisms and their insatiable greed for expansion. For decades, Talokan bore the cost of your industrial incompetence. We watched as millions of tons of synthetic waste and lethal chemical runoff were dumped into our oceans, suffocating the reefs and poisoning the migration paths of the life we protect. Your surface wars were not contained to the land, your sunken vessels leaked oil and radiation into our sanctuaries and your deep sea testing shook the very foundations of our cities."

Namor leaned forward, his presence filling the broadcast with a menacing intensity. "We stayed silent because there was no one on the surface worthy of a conversation. The 'governments' of the past were infested with shadows like Hydra, parasites that sought to control what they did not understand. Had we revealed our location to such entities, they would have attempted to colonize the abyss just as they destroyed the continents. It would have resulted in a war of extinction. To the old world, the ocean was merely a graveyard for their filth or a vault to be plundered. They gave us no reason to believe humanity was capable of anything beyond self annihilation and the systematic murder of the planet's biosphere."

His expression shifted, a flicker of something new… a strategic alignment.

"The Earth Federation is the first surface entity to demonstrate the capacity for total order. Through the Chancellor and the Council, we have found a framework where the sovereignty of the deep is respected and the security of the planet is prioritized. Talokan does not join you out of weakness or a need for your approval. We join because the threats from the stars do not distinguish between the air and the water. If the Kree or any other empire come to this world, they will find a unified front. My spears and my people are now part of the Federation's global reach. The oceans are our shared fortress."

The Leader returned to the center of the broadcast as both kings stepped back, their declarations hanging in the air.

"The admission of Wakanda and Talokan is the final piece of our planetary unification," The Leader concluded, his voice resonating with historic finality. "We are a multi environment species. We are one world. We are one people. We are the Earth Federation."
