This chapter is mainly used to introduce some things that readers may want to know (though it is explained in the novel too, this is just a longer version), which includes the ranks, tiers and how some systems work:
First of all, skills can be upgraded using [Skill Stones], that is the only way they can be upgraded.
The amount required per upgrade depends on the [Rank] of the skill and the level.
For example:

Common Skills:
To reach level 2 = 1 Skill Stone
To reach Level 3= 2
To reach Level 4 = 3
Level 5= 5
Level 6 = 7
Level 7 = 10
Level 8 = 15
Level 9 = 20
Level 10 = 30
And so on.

Uncommon:
Reach level 2 = 2 skill stones
Level 3 = 3 stones
Level 4 = 5
Level 5 = 7
Level 6 = 10
...
Rare:
Reach level 2 = 3 skill stones
Level 3 = 5
Level 4 = 7
Level 5 = 10
...
Elite Skills:
To reach level 2 = 5
Level 3 = 7
Level 4 = 10
Level 5 = 15
...
Epic Skills:
Level 2 = 7
Level 3 = 10
Level 4 = 15
Level 5 = 20
...
As you might notice, it is simply that each rank skips one tier of the previous one, making them more expensive.
Elite skills start at 5 stones for level 2 and 7 stones for level 3.
On the other hand, Epic skills directly start at 7 and continue forward.

Equipment work the exact same way, with the same amount of stones required, except now, there are two ways to upgrade an equipment piece.
Take a [Goblin Sword] for example, you could either: evolve it using [Enhancement Stones] like normal or fuse it with another [Goblin Sword].
The latter option has a risk to fail and shatter both weapons, making it more risky.
But it also is much less expensive than trying to find all of the enhancement stones.
The result will give a [Goblin Sword +2] and so on, with each equipment having a different limit of level.

Here are the current revealed ranks: Common, Uncommon, Rare, Elite, Epic and Legendary.
There are obviously many more ranks above, but I don't want to reveal them yet.
