Shanks listened, then immediately asked, "So what are the two plans?"

"Forget it. Things like that can wait until after the World Government's been overthrown." Marco shut him down. Or rather, he couldn't bring himself to answer. In the end, he was a pirate—good at tearing things down, not building them up.

In Marco's mind, even if the World Government really did fall, the Marines would still be necessary to keep the world running. Most likely, the World Government's way of managing the world would keep being used in some form. Their system had ruled for eight hundred years; that alone proved it had its strengths.

In the world of the Pirate King, strength ruled above all. As long as someone powerful enough stood at the top, even a rigid feudal system could be passed down for countless generations.

Seeing Marco's evasive attitude, Shanks didn't press him. He just chuckled. "Alright then. In that case, I'll head out first."

Marco sounded a little taken aback. "You're leaving already? I thought you'd attend Luffy's funeral."

Shanks shook his head. "Forget it. With Ace there, I'm sure he'll handle Luffy's affairs for him. I won't interfere."

Marco didn't try to stop him. He simply nodded. "Alright. Until next time."

"Yeah." Shanks turned away and called to his crew, "Alright, guys, get ready to set sail."

"Boss, we're leaving already?" Lucky Roux asked, surprised.

"Luffy's got a great big brother who'll take care of everything that's left," Shanks replied with a grin.

"Yeah. We really should go," Benn Beckman said, his tone turning serious.

Now that the Three Emperors Alliance had formed, they were practically untouchable in the New World. Even the Marines couldn't do anything against them. If Kaido and Big Mom learned that the Red Hair Pirates were here, there was no telling what they might try.

Back when the alliance was first forged in Wano, Kaido and Big Mom had wanted to attack them outright. They were only stopped because Marco intervened. If those two emperors found out they were here now, no one could say for sure what they would decide to do.

Before long, the Red Hair Pirates set sail and left.

Shortly after they departed, the phoenix arrived at Amazon Lily.

Ace, however, had already used the Mirror World to return to the New World ahead of them. He wanted to ask Vegapunk to use his technology to protect Luffy's body from further damage, so he could then take him back to Foosha Village in East Blue… to bury him there.

Marineford

Even though Sengoku did everything he could to cover up what had happened on Amazon Lily, Garp still found out. When he learned of his grandson Luffy's death, the Hero of the Marines nearly collapsed.

His rage had nowhere to go. He wanted to storm in and confront the Gorosei, but Sengoku, Zephyr, and Tsuru joined forces to hold him back.

The only reason they gave him was that Luffy was a pirate.

Hearing that, something in Garp's heart completely died. A man who had never known illness suddenly fell gravely sick.

Facing Garp's abrupt decline, Sengoku was powerless. He couldn't overturn the World Government's decision—especially now that there was a Celestial Dragon Admiral in the Marines. Even as Fleet Admiral, there were some orders he simply couldn't give.

Sengoku could only hope that Garp would eventually be able to see things more clearly.

In the Fleet Admiral's office, he sat buried in paperwork. Under the latest orders from the World Government, the Marines had launched an aggressive recruitment drive to make up for the heavy losses suffered in the Marineford War, the Whole Cake Island War, and the Egghead Island War.

At some point, Sengoku blinked and looked up, only to find Tsuru already standing in the room. He started slightly, then realized his reactions had dulled; he'd been so absorbed in his work that she'd walked right up to his desk without him even noticing.

Sengoku removed his glasses, rubbed his eyes, and asked, "Tsuru, how is Garp?"

Tsuru let out a helpless sigh. "His body's fine, but he's completely sunk into the news of his grandson's death and can't pull himself out. He's like a walking corpse right now."

Sengoku frowned, the worry for his old comrade etched across his face. He sighed. "If you have time, go and talk to him more."

"Yes, I will," Tsuru replied with a soft nod.

Sengoku slid his glasses back on and straightened in his chair. "Do you have something to report?"

"Not from me," Tsuru said, her expression turning more solemn. "It's from the Gorosei. They've given us a new mission."

She placed a neatly organized stack of documents on his desk. "The Gorosei said you need to draft a detailed combat plan as soon as possible. If you have any objections or requests, you can call them directly or go to the Holy Land to meet them."

Sengoku took the documents. On the front page, a bold title stood out clearly:

"Three Emperors Annihilation Plan."

His fatigue vanished in an instant. Straightening, Sengoku began to read through the contents with intense focus.

It turned out the Gorosei had long since embedded CP agents within the Three Emperors Alliance. The Phoenix Pirates had already set a date to clash with the Blackbeard Pirates—April 6th, Whitebeard's birthday—planning a decisive battle in Demon Valley Town to completely settle the grudge between them.

Realizing this, Sengoku finally understood how the Phoenix Pirates had been able to rush to Amazon Lily's aid so quickly. They'd been prepared from the very beginning.

He continued reading. The rest was essentially an assessment of the coming battle between the Phoenix Pirates and the Blackbeard Pirates. The consensus was that the Phoenix Pirates would ultimately emerge victorious. However, according to their intelligence, Blackbeard Teach had become an unprecedented user of three Devil Fruits. Even if the Phoenix Pirates could win, it would be anything but easy.

"So they want us to use this chance to wipe out the Beasts Pirates and the Big Mom Pirates?" Sengoku muttered after finishing the plan. The more he thought about it, the more troublesome it seemed. Back at Marineford, it had taken everything the Marines had just to deal with Whitebeard alone. And now they were being asked to actively go after two Yonko at once? How could that possibly be easy?
