Regarding the difference between Gyms and Elite Four members, the Gym setup combines elements from the anime and special episodes. Brock and Misty have been traveling with Ash, and their main strength follows the anime's established patterns.
As for Lt. Surge and other Team Rocket executives, their strength will be exlained later. The special episode's plot points are somewhat chaotic and contain a bit of negativity, so please bear with me.
