Leech Seed is mainly used to set up the entire field, not for guaranteed accuracy.
Thunder Wave in the anime can cause minor damage and also restrict some Pokémon's movements, such as attack charging speed.
However, both Leech Seed and Thunder Wave can be countered by moves. In the anime, we saw Leech Seed countered by its own flames when hit.
As for Pokémon moves, their defensive capabilities are primarily based on stats, as are their offensive damage. The only variables are non-offensive moves, status effects, weather, and other unforeseen factors.
Then there are the moves themselves!
Some moves are highly versatile, like Gary's favorite combination of Rapid Spin and Water Gun, Freeze Beam to freeze water, and Electric Net to accelerate attacks.
There aren't many Grass-type Pokémon, like Ferrothorn or Seed Iron Ball, which are considered "buggy" Grass-types. In both games and anime, Grass-types aren't mainstream; there hasn't been a Grass-type Elite Four member in Pokémon history, and most Grass-type Pokémon struggle to become mainstream.
