Water 7
"Are we really not going to call them for help?" A boy with light blue hair and wearing a speedo said at Iceburg.
"We can't, Tom-san already had a plan, and we can't get them into this trouble; this is the only plan that we can do," Iceburg said.
"But Tom-san will," the boy said as he gritted his teeth, and he ran away, which made Iceburg sigh.
"Tom-san, the blueprints you left, don't worry, the world government won't find them," Iceburg said.
Paradise
Snake City
Jaya Island
The place is currently packed with guests who came here to have a vacation. Snake Resort became one of the best vacation spots in the world; pirates, marines, nobles, and rich individuals will come here to enjoy
On the other part of the island, Raeven is currently reading a newspaper about the execution of Tom the legendary shipwright. Iceburg recently called, and he wants to borrow money, which Raeven just okayed.
Right now he was here at the resort because the family was having a once-in-a-while vacation. On the island fighting is banned; if you start a fight here, then you will face the Haki-imbued arrows from the Kuja Pirates.
Everyone is doing something they want to relax, and right now Raeven was assigned to watch the kids; he is currently watching them play with water guns. Beside him is Tom, who is wearing his lifeguard uniform while holding a whistle.
Then Ace arrived and sat on one of the reclining chairs; he was currently holding a large tray of barbeque and a giant glass of soda. The next to arrive was Enel, who looked like he just woke up from a long nap; he sat cross-legged under a parasol, took out a newspaper, and started to play crossword puzzles.
Then Mihawk, Tritoma, and Rose arrived. After they got seated near Enel, Mihawk walked towards Raeven and gave a letter to him. On the white envelope, he only saw his name and the seal of the World Government. He tore it open and read it.
"That brat Doflamingo is doing good; he even blackmailed the world government to secure a position and became a Warlord. Looks like tomorrow he will become the headline of the news," Raeven said as his arm started to blaze in white flame, which quickly devoured the letter. This is a reward that came from the system, [Flames of Chaos (white version)], a fire that can turn to ash anything as long as the user is stronger than the one it's being cast upon, a very OP skill. With this fighting, Raeven became a death sentence.
"Only one member left, and we will finally have that complete meeting," Raeven said.
"Among the Warlords, 3 members of it came from our family; as for the others, I'm not really excited to meet them, unless the last member is a swordsman," Mihawk said.
The next day, a newspaper about the heroic deed of the Donquixote Pirates was the headline of the news; they helped the Dressrosa Country to expel their tyrant king, and Dressrosa was returned to its original owner. Doflamingo became the new king, and at the same time, the world government announced his position of being one of the Warlords.

Marines Intelligence Division
Tsuru, along with her trusted crew, is currently having a meeting inside their office.
"The World Government wants us to keep an eye on the warlords, especially the newest one, Donquixote Doflamingo. I am here to tell you about my plan. Sengoku and the world government already approved it. We can't let those criminals and pirates just plan what they want," Tsuru said.
"The new recruits this year, some of them are already chosen to take this undercover mission, and all of them are going to join our intelligence division. In a few minutes they will arrive here, and I will start the briefing," Tsuru said as the girls and ladies in the room waited for the chosen recruits.
After a few minutes, 6 individuals entered the room; 3 of them are girls, and 3 are boys.
Tsuru signaled one of her subordinates, and a tall, blonde-haired girl stood up. The projector, Den Den Mushi, was turned on, and the first image was the wanted posters of the current warlords. Tsuru stood up and walked beside the pictures of the warlords.
"Welcome to the chosen recruits for this mission. Currently we only have 6 Warlords; 2 of them are based at East Blue, 2 on Paradise, one from Fishman Island, and 1 from the New World."
"Your task is to join them; the closer you are to them, the better it will be. Now we will discuss what we know from them, starting with this guy, the newest member of the Warlords, Donquixote Doflamingo," Tsuru said as the Den Den Mushi projects the face of Doflamingo.
"A very cruel pirate, in the Underworld he was known as Joker, the biggest middleman of the underworld. In terms of strength, he is proficient with 3 Haki. In the past, he could go toe to toe with Vice Admiral Aokiji. His crew too is strong; almost all of them are devil fruit users. Currently their crew has 3 Cadres: Trebol, Diamante, and Pica," Tsuru said as the picture changed to Jinbei.
"This is Jinbei, a fishman, a very honorable man. He accepted the position of the Warlord as a backup plan. He is also a member of Whitebeard's allies. Joining his crew will be a great challenge, but it will be much less risky. Jinbei is a master of Fishman Karate, and he is a confirmed user of two common types of Haki," Tsuru said.
"Pirate Empress Boa Hancock, currently the Empress and the Captain of Kuja Pirates, her crew is all girls who can use both observation and Armament Haki. They had 2 bases of operation, Amazon Lily at Calm Belt and Jaya Island at Paradise. Boa Hancock is a confirmed user of 3 Haki. In the past, they thrived on raiding pirate ships and merchant ships crossing near the Calm Belt, but now they are focused on being delivery guys. Currently, they have 2 Cadres who serve as Vice Captains, Boa Sandersonia and Boa Marigold; both of them are Devil Fruit users."
"Additionally, they only recruit girls, and be wary of those women that have a badge that has a Grim Reaper on it; those are individuals that can go toe to toe with our Rear Admirals here at Headquarters," Tsuru said.
"Next is Sir Crocodile; his base of operation is at Alabasta Kingdom. He is running a grand casino there, and while his motives are very unclear, him staying there should have a reason. Currently, no individuals can be linked to him. He is a logia devil fruit user, the eater of the sand fruit, and on Alabasta, which is a desert island, fighting him there is a suicide," Tsuru said as she looked at the 6 recruits and everyone inside the room.
"As for the next two, joining their inner circle will be extremely hard," she said as the photo of Raeven and Mihawk is projected side by side.
"The Dracule Family, currently headed by the Shinigami Dracule Raeven, and the family number 2, the strongest swordsman in the world, Hawk-Eyes Dracule Mihawk, these brothers are very strong; both of them have the strength to contend against an Admiral. There are rumors that Dracule Raeven is a devil fruit user, but those are not confirmed yet. These two are masters of 3 Haki, and they can even use advanced techniques of it. In terms of observation Haki and Conqueror's Haki, no one in the whole world can contend against this guy," Tsuru said as he pointed at Raeven.
"The Dracule Family is like the Donquixote Pirates; almost all of their members are devil fruit users too, Thunder Lord Enel and a girl named Sugar. Both of them are logia devil fruit users. Also, infiltrating their island is nearly impossible, so those who will get assigned to them will have a hard time. We can only think of the angle of the Kuja Pirates," Tsuru said.
"So you three men will be sent to infiltrate the Donquixote Pirates, the Sun Pirates, and the Kingdom of Alabasta to investigate and monitor these individuals while the three girls will go and try to join the Kuja Pirates. Once you get inside, prove your worth once you get the opportunity to enter the famous Reaper Camp, and then you guys will be able to send valuable intelligence to us," Tsuru said.
"Yes, Vice Admiral!" The six said.
"Remember, after you guys are sent to your positions, do everything to not get discovered. Our division has a large scope of operation. I'll tell you a phrase before you leave; that will be your identity card. Come back here tomorrow to get your things. Everyone dismiss," Tsuru said, and with a crisp salute, everyone left the room one by one.
"This operation is very risky, Tsuru-san," the blonde-haired girl said.
"Yes, but we don't have another choice; we can only send them to infiltrate. If those guys can infiltrate our system, then we can infiltrate theirs too. The only problem is these guys," Tsuru said as she looked at the photos of Mihawk and Raeven.
"With their current strength, it's impossible that they are not planning something; we should observe them carefully so that we can prevent disasters from happening. After all, I have a bit of a grudge on this brat," Tsuru said as she looked at Raeven.
