Chapter 99 - [99] Not Vegapunk After All

The thought that he was a research candidate for the World Government's Bloodline Factor Project made Judge's breathing quicken even more.

The resources of the World Government were far beyond what a small place like the North Blue could compare to.

There were four top positions in the Marines: three Admirals and one Fleet Admiral.

He didn't know exactly who they were, but that was the composition of the Marines; it couldn't be that the newly promoted Admiral Sakazuki was inferior to a few veteran powerhouses.

If he had the bloodline genes of these people, he was confident that he could create cyborgs at the level of a Marine Admiral within twenty years and use them in his future plans.

"Vegapunk's plan, its full name is the Pacifista Project."

Ross said with a smile, admitting that he was quite surprised when he learned of the plan.

Ross never expected that a technology that wouldn't be implemented for another 20 years would already have a draft so early.

However, this also showed that Vegapunk had absolutely no loyalty to the World Government.

This was a plan proposed by Vegapunk, who was given countless resources to use at his disposal. In the end, it took him 20 years to create the Pacifistas, and the highest authority was not in the hands of the World Government.

It could only be said that the World Government had treated Vegapunk well, but unfortunately, he was just an ingrate.

The World Government had finally managed to act like a decent patron, only to be betrayed in return.

"The name of this plan really suits his personality," Judge sneered. "Knowing him as I do, this plan is sure to go awry."

Vegapunk understood science better than him, but he understood human nature better than Vegapunk.

He realized what was going on after hearing about it.

Idealistic pacifists like Vegapunk proposed such a plan not to continue research, but to prevent him from joining the World Government and colluding with it to create cyborg weapons using lineage factors.

Otherwise, Vegapunk would never have proposed this plan.

"That's how it was at MADS back then," Judge couldn't help but complain. "Because of the demands of our clients, we needed to provide them with finished products, and that's how Clone 1 came about."

"After much effort, they finally developed Clone 1, but Vegapunk thought the technology was too dangerous and erased all the data. In the end, he only gave the investors some future prospects to ask for funding, and no one knows where Clone 1 was hidden."

During the MADS era, Judge and Vegapunk had some disagreements about their ideologies.

Or rather, Vegapunk's ideas differed somewhat from those of the other members of MADS.

MADS was not a charitable research organization. The members came together with various purposes, all in order to jointly obtain more research and development resources from their sponsors.

As for the impact of their research findings, that wasn't something they should be concerned with.

Vegapunk's actions undoubtedly broke the rules, which was why MADS needed more exposure to raise funds, thus attracting the attention of the World Government and ultimately being forced to disband.

"Number One, I do know that. She was loyal until her death, but she wasn't afraid of death. When Vegapunk died, death might have been a relief for her," Ross chuckled.

Clone 1 was the Stussy he had met a few days earlier, and she never betrayed Vegapunk until his death.

"A perfect masterpiece." Judge couldn't help but exclaim. "It's a pity that the research data on Number One was not preserved. I wonder how much information we could extract from Vegapunk's brain."

Judge paid no attention to Stussy's death. Instead, after listening to Ross's words, he conjured up an image in his mind of a clone weapon that was emotionless, incredibly powerful, and decisive.

Such clones were the masterpieces he had always dreamed of.

Even though Judge prided himself on his strong research abilities, he had to admit that Vegapunk's abilities were indeed superior to his.

Unfortunately, even with Number One's protection, such a prodigy could not escape his fate of death.

"Your Highness, Number One is also a collaborative masterpiece of MADS. May I ask, if I may, what level of power did she ultimately reach?" Judge asked cautiously.

This was the answer he desperately wanted to know.

He not only wanted to know the gap between himself and Vegapunk, but also what level of ability was needed to break free from the control of the World Government.

"Skill..."

Ross raised an eyebrow, immediately seeing through Judge's intentions, though this was also the result of his deliberate guidance.

"I'm not entirely sure about the specifics, but she only lasted three seconds in front of me. However, judging by the standards of naval strength, she should be at least at the level of a newly promoted Vice Admiral."

"The strength of a Vice Admiral...?"

Judge trembled slightly, memorizing the strength and Ross's nonchalant demeanor.

He never doubted the truthfulness of Ross's words, because the other party had no reason to lie.

The divine power that Ross created with a wave of his hand was already the ceiling of strength he had personally witnessed.

However, Ross's few words made Judge's heart sink completely.

In other words, even if he developed a cyborg at the level of a Vice Admiral, it would be no different from an ant in front of Ross.

And there were probably countless other powerful figures like Ross within the World Government.

This also showed that if he wanted to break free from the World Government's control, he must create a powerful figure at the Admiral level.

Thinking of this, Judge did not despair; instead, his eyes revealed a yearning for the future.

Ross witnessed all of this.

Ross's lips curled up slightly.

He didn't care that Judge was ambitious; the more ambitious a person was, the more they knew how to keep a low profile.

When they lacked the ability to resist, they often completed the tasks assigned to them to the best of their ability, just to gain more benefits and evolve themselves to the day when they could resist.

Unfortunately, the day of rebellion would never come.

Ross could say with certainty that even if Judge inherited Vegapunk's legacy and knowledge, it would be impossible for him to create a cyborg of Admiral level.

It wasn't that the world had an upper limit, but that Judge himself had an upper limit.

Judge was not Vegapunk after all.

Ross didn't underestimate anyone, but he didn't overestimate anyone either.

The differences between people might be determined in childhood.

Judge was 34 years old and his research on lineage factors had only just begun. Given his research capabilities and the analysis of his future situation, it would be easy for him to draw his conclusions.

Such intelligent people, who did not pose excessive risks, were his best partners.

Ross didn't care about the world's technological development, but he needed to keep his faction's technological level at the forefront.

There were many scientists in the second tier of the world, and Judge was considered one of the more outstanding ones among them.

But there was only one person in the first tier, and that was Vegapunk.

Now that Vegapunk was dead, the previous second tier had become the first tier.

Having a scientist of that caliber was enough for Ross.
