Bloodline Limits related to Ninjutsu are extremely difficult to develop.
According to the more common saying, the first Ninja who could use "Ice Release" and "Magnet Release" were those who trained their basic Ninjutsu to the extreme, then fused two Chakra natures to obtain a Ninjutsu with completely new Chakra attributes.
Most Bloodline Limit Ninja, lacking the abilities of their predecessors, could only inherit the unique Ninjutsu used by their ancestors through bloodline, forming Bloodline Limit families.
Of course, there were exceptions.
The Second Tsuchikage Muu's Bloodline Elimination "Dust Release" could be taught to his disciple, the Third Tsuchikage, through the master-disciple method.
Ino was very covetous of the secret behind it, but there was no way they would teach her.
Additionally, Bloodline Limit Ninjutsu of the same name can exhibit vastly different forms; examples include Kurotsuchi and Darui, who both wield Lava Release. These two are certainly not relatives, and their Lava Release, in terms of appearance and application, shows no similarities whatsoever.
The Wood Release that Ino was thinking about was a unique Bloodline Limit used by the First Hokage, Senju Hashirama, of Konoha Village. After the First Hokage's death, the Village, in order to regain this Bloodline Limit that had shaken the Ninja World, conducted large-scale human experiments by implanting the First Hokage's cells into infants, attempting to complete gene fusion during infancy. In the end, out of sixty infants, only one test subject survived and acquired the First Hokage's Wood Release ability, but the actual effect of that ability could only be described as mediocre, far less powerful than the First Hokage's.
Danzo, on the other hand, went all out, transplanting many of the First Hokage's cells into himself, but he couldn't use them at all; they would go out of control as soon as he tried, which was a complete failure.
Inheriting through cells was not a viable path for Ino; she was already twelve, almost thirteen, and it was impossible to revert to infancy. Even if she could, a one-in-sixty success rate was too low.
She could only try to meet the conditions for using Wood Release and see if she could forcefully bring it out with her potencies.
The problem was that she didn't know what conditions she lacked, and Kazematsuri Moegi right in front of her was an excellent observation target.
Kazematsuri Moegi should be a descendant of the Senju Clan scattered throughout the Village; this is a relatively reasonable explanation. But why doesn't Tsunade, a direct relative of Senju Hashirama, have Wood Release, while Wood Release appears in this collateral branch?
Is Kazematsuri Moegi's talent stronger than Tsunade's? Does she have more Chakra than Tsunade? That's completely impossible! There must be something unknown involved.
Secret medicine, Secret Technique, some trick to Chakra fusion, or simply some special bloodline awakening method passed down from ancestors – Ino could only think of these.

Shikaku had said not to leak Mizuki's affair and to keep it strictly confidential. Ino and the others had all kept their mouths shut, not speaking a word to anyone. Naruto, however, didn't take it seriously and was now vividly recounting Mizuki's conspiracy.
He told them how Mizuki had tricked him into stealing the scroll of seals, and how he and Iruka-sensei had cleverly discovered Mizuki's plot.
Ino and the others had no part in the whole story.
Eight-year-old Konohamaru and his friends were in their rebellious phase, and when told stories of students beating teachers, their eyes lit up with excitement.
But when it came to how Mizuki was actually defeated, Naruto started to go off-topic. When Ino, hiding in the shadows, heard him talking to Konohamaru about "being convex" "being Warp" and "using Sexy Jutsu," she was utterly mortified.
Konohamaru was truly ruined by Naruto, no wonder he would utter the famous line, "My Ninja Way is my girlfriend" in the future.
Konohamaru and the bespectacled sidekick Ise Udon were both excited to hear about the Sexy Jutsu, but Kazematsuri Moegi couldn't stand it anymore. "Big Brother! I'm a girl! Do you not see me as a girl at all? Are you saying these things in public? Have you considered my feelings!"
People in the Ninja World mature relatively early. Originally, eight-year-old Moegi still had some feelings for Konohamaru, after all, he was the one who wrote "My Village Chief Grandpa" in his essays. But now? Heh heh, since you guys are so good at playing around, you and your big brother Naruto can go live your lives together!

While no one knew who the second-place student was in this graduating class, the name of the first-place student was practically legendary among these students. Many teachers compared Ino to the previous year's top student, Hyuga Neji, and with so much talk, the students naturally had a strong impression.
With curiosity, Moegi asked, "Ino-neechan, who is stronger, you or Neji-senpai?"
