The adjudicator sat at the center without theatrical authority.
"The register prevents another pill operation like Huyền Tinh Môn's," he said. "Secrecy allowed pills to circulate through schools. Fragmented sect responsibility allowed enhanced minors to become weapons."
Every sentence contained truth.
That was why opposition sounded irresponsible.
Tín submitted the altered ranking sequence.
"Public results were changed using undisclosed safety weights. Toàn Năng legitimacy was attached to private classifications without candidate consent."
The adjudicator read the pages. "Would you prefer known dangerous fighters remain highly ranked?"
"I prefer the ranking state what it measures."
"Public confidence does not survive footnotes."
"Then it is advertising, not confidence."
The exchange entered the hearing record.
Thuận submitted the missing-student timeline and the false Youth Adaptation Center. The adjudicator called the center an interim transport designation, not a facility.
"Where are the students?" Tân Thành asked.
"Protected locations."
"Which side of the door are they on?"
The adjudicator looked at his auxiliary record. "You experienced the transport. No abuse was recorded."
"They were restrained after induced tests."
"Your interpretation."
Tân Phong placed the three identical family-privacy messages beside the transport sheet.
"Then let the students interpret publicly."
The adjudicator closed the submission. "Privacy prevents that."
Hạo Nhiên submitted the long assessment sequence from the public exhibition. The hidden module activated before the revised consent form was offered. The assessor initiated restraint before Thuận's protective response. The resulting movement was then stored as evidence of baseline risk.
"Situational resilience testing," the adjudicator said.
"Then record the manufactured situation inside the result," Hạo Nhiên answered.
The adjudicator did not amend the category.
In Hạo Nhiên's notebook, the third column closed.
At the communications table behind the recognized observers, Vũ Khoa recorded which words made the room react.
He wore no Trưng Vương lanyard. The red contractor badge gave him a cleaner reason to attend: youth-information support. Tân Phong noticed him only when Khoa lowered his tablet before their eyes met.
Khoa had written the public sentence the adjudicator was now using as procedure.
The discovery did not prove the Union served Hồng Y or Hồng Y served the Union. It proved each organization had found the other's work useful.
Behind the glass, a technician moved one screen. For less than a second, the hidden classification list appeared before the privacy layer returned.
Tân Phong saw the column count.
More than a hundred youth entries.
At the bottom, a separate section:

He touched Thuận's sleeve once. No explanation inside the room.
During recess, a folded note appeared inside the restroom paper dispenser.
Lao's handwriting.
`They will move the rejected after examinations. I have routes. You have people who still believe rules can open doors. Temporary alliance.`
Tân Thành wanted to accept immediately.
Tân Phong wanted to know how Lao entered a controlled hearing.
Thuận wanted to tear the note and hated that reaction enough to keep it.
Hạo Nhiên read it outside the hall.
"He wants the list," he said.
"He says he wants the students," Tân Thành answered.
"For Lao, those statements are the same."
The hearing ended without suspension of the program. The adjudicator agreed only to an internal review of ranking transparency.
Publicly, Toàn Năng had gained procedure.
Privately, the June transfer remained.
As the trio left, Tân Phong saw the interviewer from the scholarship office beside a Union vehicle. The seventy-two-hour offer had expired that morning.
The man nodded once.

Together, the evidence justified review.
It did not, in his judgment, justify stopping transfer.
"If we pause every containment process when subjects object," he told his assistant, "the next pill network recruits through the delay."
"And if the process uses Huyền Tinh Môn's methods?"
The adjudicator looked through the glass at the hidden list.
"Then we remove the corruption without surrendering the register."
His assistant placed two notices beside the objections.
Thanh Lạp Ty had requested the central query logs through a government data agreement. Toàn Năng had prepared a suspension of its public-ranking endorsement if the review remained internal after examinations.
"If both requests mature before the transfer," the assistant said, "emergency oversight leaves this office. The register freezes until the recognized organizations accept a new mandate."
The adjudicator rested one hand on the closed submission.
"A frozen register is how another pill network buys a generation."

Neither statement contradicted the other.

No order to stage a fight appeared in writing.

Khoa received the assignment before the trio reached the tea shop.

He had never been given a clean ending to the last event.
Tân Phong discovered how Lao entered the hearing by reviewing the maintenance badges visible in lobby photographs. One cleaner wore the same shoes as a recruit from Lao's basement gym. A legitimate contractor had hired temporary labor through a company registered three weeks earlier.
Lao's fighting brotherhood, Đoạn Lộ, had reached the hearing through contracted cleaning work, not a martial assault.
"He sent a recruit into the building with a mop," Tân Thành said.
"Nobody searches the person expected to remove other people's dirt," Tân Phong answered.
The route explained the note but created a worse possibility. Lao had seen parts of the hearing schedule and knew the transfer month. He might possess internal help or simply understand which workers institutions rendered invisible.
Tín joined them at a public tea shop. Without his jacket, ordinary students ignored him.
"The ranking review is delayed until after examinations," he said.
"Same as the transfer," Thuận said.
"They want everyone busy with graduation and national tests. Parents will interpret silence as study pressure."
Hạo Nhiên placed Lao's note on the table.
"We do not ally with him. We may use independently verified route information."
Tân Thành frowned. "That is alliance with cleaner wording."
"No. Alliance shares objective and trust. We share neither."
Tân Phong created three columns: Union-confirmed, Lao-claimed, independently observed.
Tân Thành stared at the columns like columns had become enemies.
The June transfer appeared in all three.
For the first time, the central objective did not depend on believing Lao.
Thuận looked at the examination schedule beside the transfer window. Literature and mathematics. Two selected subjects. The ordinary future had fixed dates. The hidden operation had chosen the same week.
"They expect us to abandon one," he said.
Hạo Nhiên poured tea into four cups, including the cracked one.
"Then decide which choice they are trying to make for you before you move."
The cracked cup leaked slowly onto the table.
No repair on its outside could make the inside hold.
