"The four existing squads will be expanded to eight. Each squad holds four teams, and each team has four members, including the team leader. All squad leaders and team leaders will be jōnin."
The sudden increase in manpower was designed specifically for the future Unordered Zone in the Land of Lightning. Once that chaotic region stabilized, the four newly formed squads would be deployed there. As Konoha grew, the Police Bureau would grow alongside it.
Uchiha Hinoko would serve as Zhili's assistant — a logical choice, since Soren planned to eventually travel the shinobi world with his wives. Staying in Konoha year-round would only dull a soul like his.
"Any shinobi — whether officially enlisted or clan-affiliated — may apply. Those accepted will receive official rank and position."
This announcement sharply raised the room's attention.
Police Bureau duty meant:
No leaving Konoha
Stable pay
Long-term protection
A posting connected to the Uchiha faction
For many clan shinobi, this was extremely attractive.
But among the Uchiha's vassal clans, expressions darkened.
Recently, Minamoto Kazuhiko had taken many of their shinobi into the Daimyō's service. If not for respect toward the Uchiha name, they might have withdrawn entirely. Losing manpower now would hurt.
Soren noticed their complicated expressions — and was satisfied.
He would assign older, less ambitious Uchiha to only two squads.
The remaining positions would be filled by other clans.
The Military Affairs Department and battlefield forces needed younger, hungrier Uchiha.
This structure forced the other clans to contribute more shinobi.
"The City Administration Office will have one jōnin Director and four squads. Squad leaders are chūnin; all other members genin. Shinobi from any clan may apply."
If the Military Affairs Department was the army, and the Police Bureau was military police, then the City Administration Office was the village's civilian police — maintaining daily order and enforcing laws unrelated to shinobi matters.
Previously, Soren envisioned Konoha's future relying on three pillars:
Education — the Advanced Division already under Uchiha influence
Military Authority — now fully consolidated in the Military Affairs Department
Economy — still tied to administrative offices and Daimyō funding
With Konoha still young and dependent on the Daimyō's treasury, reshaping the economic division could wait.
"Those applying for the Police Bureau should report to its administration building. For the City Administration Office, the Secretariat will handle site selection and staffing."
"With that, today's meeting is adjourned."
Back in the Hokage's office, daily work resumed.
Uzumaki Minako led the administrative division to plan the City Administration Office.
Minamoto Kaori worked upstairs, calculating Konoha's total assets.
Uchiha Zhili and Uchiha Hinoko returned to the Police Bureau, followed by a trail of eager recruits.
Meanwhile, Uzumaki Mito and Uchiha Shihō arrived to discuss Konoha's shinobi military structure.
Because Konoha's academy was still young — and the First Great Ninja War had thinned their ranks — Konoha currently had about 3,000 active shinobi.
Around 600 had returned from the war and now took standard missions.
The remaining 2,400 full-time shinobi were stationed around the Land of Fire's borders:
Southwest → guarding River Country's border against the Land of Wind
Northwest → guarding Grass Country's border against the Land of Earth
Northeast → guarding Hot Water Country's border against the Land of Lightning
The Land of Water was naturally blocked by the Land of Whirlpool, so no garrison was needed.
These 2,400 shinobi were Konoha's largest single expense — the reason they had long depended heavily on the Daimyō's funding.
Shihō traced the map.
"Once we eliminate the Land of Lightning, the northeast forces can be deployed into the Unordered Zone to secure our interests."
"I disagree."
Mito shook her head.
"As soon as we seize Lightning, Wind, Water, and Earth will respond. Border conflicts will erupt."
"We should redeploy the northeast forces to reinforce the northwest and southwest. And we must send shinobi to the Land of Whirlpool to reinforce the border with the Land of Water."
"The Hokage insisted the Land of Fire must remain stable."
Soren glanced at the map.
"Follow Shihō's plan."
Mito blinked.
Soren continued:
"Your early-warning seals for the Flying Thunder God kunai are ready. Assign three shinobi to carry marked kunai to the borders and to the Land of Whirlpool. If anything happens, I'll teleport there instantly."
"Once I slaughter one wave of enemy troops, the other villages will negotiate. Just like the First Five Kage Summit."
His tone sharpened.
"But I'm not Hashirama. If a Kage misbehaves, I'll kill that Kage and install someone acceptable."
Neither deputy minister could refute him.
Soren moved on:
"We'll reduce border troops eventually. Konoha will adopt an elite-shinobi model. Genin should not be cannon fodder."
"Genin create far more value serving society — irrigation with Water Release, road construction with Earth Release, chakra-strengthened labor…"
"It's better for Konoha if they live."
Shihō nodded.
"So that's why the elementary division teaches the third curriculum. I thought it was just… waste recycling."
Soren shot him a glare.
"Even a blank sheet of paper has uses. A ninja who can mold chakra even more so."
"A thriving village uses every shinobi to their fullest potential."
He turned to the two deputy ministers.
"Add a Strategic Advisory Unit under the Military Affairs Department — two to four members. Their job: give structural recommendations and identify hidden risks."
"You two know Konoha's people better than I do. Choose the members yourselves."
And so, as Uchiha Shihō and Uzumaki Mito debated candidates, the young Hokage closed the final file on his desk.
Another day of reshaping Konoha was complete.
