Chapter 46 - Becoming the Unshakable First Village in the Shinobi World

Uchiha Soren stood with his hands clasped behind his back, gaze calm and commanding as he addressed the three figures before him.

"That," he concluded, "is the foundational structure for both the Elementary Division and the Advanced Division."

He shifted his attention with crisp precision.

"Unno Karui — you will serve as Principal of the East District Elementary Academy.

Mizuki Hana — Principal of the West District Elementary Academy."

The two former ANBU captains bowed with disciplined resolve.

Soren continued:

"As for the Advanced Division…"

His eyes sharpened.

"…that position goes to Elder Uchiha Setsuna."

The elder stepped forward, expression unreadable — but beneath that stoic surface, pride burned bright.

Six years of foundational education.

Three years of elite combat training.

Every child molded under the Will of Fire.

Every elite molded under Uchiha techniques.

And all who emerged would bear a single title:

Disciple of the Uchiha Hokage.

Even Mito, seated at the table as Secretary-General, felt that tremor of inevitability.

Equal Footing — For Now

"Because this is the first major reform in Konoha's education history," Soren said,

"the Elementary and Advanced Divisions will be equal in rank."

For now.

What Soren envisioned was clear:

the two elementary academies would be the cradle.

The Advanced Academy — and the future Science Academy — would be the forge.

A forge run by the Hokage.

ANBU → Teachers

He turned toward the two principals.

"Any former ANBU wishing to teach — accept them.

Those who don't may continue as regular shinobi."

Then he added casually:

"But make it clear — teachers earn much less than mission shinobi."

Mizuki and Unno stiffened, then bowed deeply.

"We understand, Hokage-sama."

They exchanged secret looks.

They already planned to recruit every former ANBU they could.

If everything went well, the Academy culture itself would transform overnight.

Bringing in Uchiha Setsuna

Soren blurred in and out with a Flying Thunder God flash, returning with Uchiha Setsuna.

Uzumaki Minako flipped to a clean page, ready to record.

Uchiha Take Command of the Advanced Division

Soren clasped his hands.

"The Uchiha will provide the Advanced Division with high-level sword arts, mid- and low-tier ninjutsu, genjutsu fundamentals, and instructors."

Setsuna smiled thinly — this was the true battlefield of influence.

But Mito raised a hand.

"The Senju will also contribute — Nintaijutsu, sealing basics, chakra theory, and instructors."

Soren smiled back.

"Of course. I welcome it."

Because he knew exactly what would happen next.

Where Uchiha and Senju led…

every other clan would rush to follow.

To avoid being overshadowed.

To gain the Hokage's favor.

To ensure their children were not left behind.

A perfect cycle of clan competition.

A perfect monopoly under Hokage oversight.

And should factions form?

Let them.

So long as Soren lived…

none would dare overstep.

A Village Strengthened → A Hokage Strengthened

Soren's eyes gleamed.

If Konoha grew stronger…

he grew stronger.

the world would shake.

Good.

"To show unity," Soren continued, "the Uchiha will provide premium katanas to every Advanced Division student upon enrollment."

Mito raised a brow.

That was a massive cost.

Soren raised another finger.

"And every Konoha shinobi may exchange damaged blades for new ones after gathering enough mission credits."

Mito frowned slightly.

"…we can't allow Hokage-sama to drain the clan treasury. Let the village cover the cost of the swords."

Soren agreed instantly:

"Very well. The Uchiha will only take a modest crafting fee."

Mito froze.

She had just shifted the burden onto the village budget —

with her own mouth.

Soren hid his grin.

Competition for the Seat of Minister

"The foundation is set," Soren said, voice smooth.

"I expect all three of you to cooperate closely."

Then he added, lightly:

"And the future Minister of Education will be chosen among you — by merit."

Setsuna's eyes glinted.

Unno straightened.

Mizuki clenched his fists.

Exactly the reaction Soren wanted.

A council without competition was a stagnant pool.

A council filled with ambition was a living battlefield.

Only the strongest ideas would rise.

A Village of True Peace — a First in Shinobi History

Soren scanned tomorrow's graduation roster and felt genuine irritation.

Six- and seven-year-olds sent on lethal missions?

No wonder the world was a madhouse.

"That ends now."

He turned to Setsuna.

"The Advanced Division will continue the old four-man cell structure.

I will personally serve as one of the guiding instructors."

Mito blinked.

A Hokage leading a genin team…?

But Soren was already continuing:

"Team missions will focus on combat and teamwork.

Only the graduation mission may include lethal assignments — and even then, sparingly."

He exhaled slowly.

"This village will not raise children to die."

Then he raised his voice so all three academy heads — and the two Uzumaki women — heard clearly:

"Time will judge us. Through trial, failure, and refinement — we will forge the future of this land."

Eyes blazing:

"A future where talent flourishes."

"Where the people live in peace."

"Where Konoha stands as the unshakable first village in the entire shinobi world."

The office fell into awed silence.

And the new era fully, undeniably… began.
