Chapter 23 - Uchiha Security Corps

"Young Lord, if you become Hokage one day, the Administration Department's authority must rest in our hands."

"Clan head, I understand."

After exchanging brief greetings with several clansmen, Uchiha Soren and Uchiha Shihō finished their walk through the bustling Uchiha district.

Before leaving the clan grounds, Shihō gave Soren a quick overview of two major branches:

The Medical Division, led primarily by the Yamanaka Clan, responsible for psychological analysis and memory extraction.

The Interrogation Unit, the ones who handled hardened enemy shinobi.

When the topic shifted to the Education Department, Soren asked:

"This year's academy graduates—how many?"

Shihō paused mid-step.

"Young Lord, do you intend to take on a genin squad? As a jōnin instructor?"

"If time allows—yes. I'd like three."

Soren's mind drifted to the legendary Sannin—Jiraiya, Tsunade, Orochimaru. Jiraiya and Tsunade could be optional…but Orochimaru, future master of forbidden biology, would be invaluable. If nurtured inside the Uchiha before trauma corroded his worldview, Soren thought he could redirect the boy's obsessions—perhaps even toward a Mangekyō path optimized through controlled loss.

Shihō nodded.

"Your rank isn't formally registered as jōnin yet, but the Security Corps is Uchiha domain by decree. Once you become its captain, you'll be automatically recognized as jōnin."

He added:

"When the academy's graduation ceremony is held, either I or the clan head will petition Mito-sama to assign you a squad."

The Security Corps — Tobirama's Cage

The Security Corps was originally designed by Second Hokage Tobirama Senju as a containment measure: a way to keep the Uchiha busy, visible, and overworked.

They drafted public-order regulations, arrested rogue civilians and shinobi, handled disputes, settled storefront brawls, mediated neighborhood complaints, and kept peace. Essentially, they were:

Konoha's police, judge, and municipal task force combined.

But with Uchiha pride… that came at a cost.

A single Sharingan interrogation in public could force a man to confess every shameful secret on the spot. Bitter humiliation festered in civilians. Children absorbed their parents' resentment. Over decades, the clan's reputation decayed, replaced by:

Fear.

Distrust.

Resentment.

Meanwhile, daily drudgery dulled the Uchiha's martial sharpness.

Soren thought to himself:

They soon arrived at the Corps' headquarters—its gate marked by a massive shuriken engraved with the Uchiha fan.

"Clan head, Young Lord!"

The assembled Corps members bowed deeply.

Uchiha Shihō nodded.

"Captains of the four squads—upstairs."

Inside the meeting room, Shihō added a seat and placed Soren beside him.

Four Uchiha captains—dangerous, lethal men on the cusp of shadow-tier—took their seats below.

Corps Structure

Organized like ANBU, but no vice-captain

One minister, four regional squads:

North, South, East, West

17 shinobi per squad

Each squad split into four teams, each:

1 team leader (three-tomoe; chūnin/jōnin level)

3 members (two-tomoe; standard chūnin)

This corps represented only a portion of Uchiha military power. Most elite warriors remained on clan grounds as "private retainers"—kept off official Konoha rosters because the village limited:

How many jōnin any single clan could field in government roles.

A deliberate ceiling.

A political muzzle.

One reason the Uchiha dreamt of only one thing:

The Hokage seat.

Retreat was not in their dictionary.

Midday & Inspection

After introductions and lunch, Soren shadowed each captain through their routes. He saw petty crimes, drunken scuffles, shop disputes, and street brawls.

He didn't intervene—he watched.

The Uchiha handled matters with brutal efficiency.

But the villagers' fear made Soren bristle.

(This cannot continue. The Corps shouldn't carry every grievance alone.)

Soren's Reform Plan

In his other life, he'd studied advanced civic systems. He now planned:

A Three-Tier Policing ModelProfessional Corps (Uchiha-only)

Fully trained combat police

High status, elite-tier, rotating combat drills

Focused on serious crime, shinobi regulation, and emergencies

Semi-Professional Patrol Force

Mixed clan/civilian candidates

Handle protocol duties, transport, liaison, and light patrol

Local Civil Guards

Civilian volunteers

Manage minor disputes and neighborhood watch

Such structure would:

Reduce resentment

Free elite Uchiha to train

Expand political influence

Sharpen the clan's combat edge

Keep the Corps from being a dumping ground for grievances

The four captains, if freed from petty work, could all break into shadow-level soon.

Tobirama's old cage would become a fortress.

Evening — Good News Arrives

By sundown, Soren returned home with dozens of new ideas brewing.

Just as he stepped through the threshold, the clan head and two elders arrived—faces flushed with something promising.

Soren sensed it instantly—
