Well, to be fair, it was that. Kairo was going to make a direct connection to the abyss. When someone dies, their soul goes to the abyss. Granted, it can probably be pulled out of it.
From what Robin said, the Shandorians used to ring their bells to guide the soul back.
However, those two priests wouldn't get that privilege. Plus, they weren't dead yet, which was in fact a required part of this summoning.
The abyss needed a living host for this. A dead one wouldn't do. And from his memory—

There were so many techniques that could have been given to combat the abyss and essentially make an OP buff more of a downside than anything else.

"AAAAAAAAAAAH!" As they screamed, the energy seemed to enter their mouths, filling their lungs with the abyss. Kairo watched—he wanted to see what this would do.

He felt as if a snake was wrapping around his body.
Images flashing in his mind.

His fist clenched without him realizing. This body-burning hate was still there, and as if noticing his hate, the creature seemed to smile.

Kairo would blink multiple times, trying to snap out of it. A weird black substance could be seen appearing behind him.

It would show him using different powers. In one of them, he seemed to possess vector manipulation. In another, he had time manipulation—a room where he could create something like Law's devil fruit, where inside he controlled the time of everything, could speed it up, slow it down...
Even pause it for a bit.
Even a future where he had the Saru Saru no Mi, Model: Monkey King.

The creature seemed to pick a future. In it, Kairo seemed to be flying in the sky as some sort of dragon.

Kairo would see all that power. And as if to tempt him even more, the creature seemed to unlock more of his memory, but only very specific memory.
Kairo would remember seeing magma, ice, some meteor landing on the island, and what seemed to be light speed running around the island.
His mind flashed to a man protecting him as a magma fist penetrated the man's body from the back.
Kairo's mind seemed to only be fueled with nothing more than sheer rage. Nothing more than pure, unadulterated rage.
Yet, before he could give in—
The sound of a bell could be heard.
Kairo would blink, as the golden bell rung. The creature seemed to go away, the darkness under Kairo's feet vanishing.
His eyes would return back to normal... mostly.
There was a slight tint of yellow.
He would gaze where the two bodies were previously, and there he saw it.
Enel and Crocodile. Their eyes seemed lifeless. As he made the hand seal, their eyes opened, still remaining lifeless.
He wanted to test out something. Taking control of Crocodile, he would launch an attack.
He would watch as sand destroyed the tree. Even Enel seemed to still have his lightning powers—though now, they seemed different. More corrupted, one might even say.
His brow furrowed, as he looked at his system. Something was different.

So it was OP, but when used, he had to be cautious. If he didn't, he risked losing himself to the abyss.
A/N: Yes... Reanimation Jutsu is OP, but he cannot rely on it, or else risk losing himself. I tried balancing it the best I could, and this scene should show how hard it is. So for anyone in the future saying, "Why doesn't he spam it?"
It's because he will risk losing himself and just become over-reliant on it.
